The Department of Human Resources has an immediate opportunity for a Compliance Officer II in our Office of Policy and Compliance.

This role will assist in formulating, implementing, and evaluating annual compliance monitoring plans, in close collaboration with management and Agency Leadership.

Position Summary


Under the direction of the Manager, Policy and Compliance, the incumbent will assist in developing and managing the department's communications strategy; calendar of events; and communications tactics for compliance and ethics awareness campaigns.

These include but are not limited to messaging, newsletters, websites, toolkits, town halls, roundtables, train-the-trainer, and other means as appropriate to increase compliance and reduce legal, public relations, and financial risks to the City, the Agency, and its agents.


The Compliance Officer II will advise the Chief, Policy and Compliance, Policy and Compliance Manager, and senior leaders as directed, of potential areas of compliance vulnerability and risk arising from monitoring activities and recommends solutions to issues and partner with the Office of Learning and Development design and develop required HR training courses for managers and employees related to policy updates.

The incumbent will also assist in the development and ongoing coordination of a Compliance Committee, comprised of a cross-section and management-level HR professionals, to review national, state, and local HR trends in city-wide HR metrics, emerging legislation, and noteworthy lawsuits related to HR risk and compliance, as well as make recommendations for best practices as to how to address matters before they become issues for the City.


Minimum Qualifications- Bachelor's Degree in a related field- Five (5) years of experience in a progressive and strategic human resources management role.- Or an equivalent combination of education and experience.


Competencies- Knowledge at advanced level of the principles and practices of human resources management and employee and labor relations.- Knowledge at advanced level of Federal/State/Local regulations affecting employment and human capital management.- In-depth knowledge of federal and state leave related regulations including FMLA, ADA (including the interactive process), PDA and wage and hour compliance.- Ability to develop and implement human resources programs, policies and procedures.- Demonstrated experience in employee and labor relations, grievance processes, arbitration and union contract administration.- Considerable experience administering labor relations, recruitment, equal employment opportunity, performance management and HRIS activities.- Demonstrated ability to coordinate multiple human resources program activities with employees, managers, supervisors and officials.- Demonstrated ability to prepare, analyze and interpret complex data used in trend analysis to support staffing, talent management, succession planning and other applicable human resources programs.- Ability to develop, draft new policies and revise existing policies based on applicable best practices and in accordance with City, State and Federal employment laws and regulations. Ability to create policy and compliance training and guidance materials, and facilitate training to various City-wide agencies and HR concerns.

Demonstrated ability to establish and maintain effective working relationships with staff and all levels of an organization.- Ability to handle complex and highly sensitive investigations and employee relations issues.
