    Overview


    The Mayor's Office of Small & Minority Business Advocacy & Development (SMBA&D) as a Program Compliance Officer II (PCO II).

    SMBA&D oversees compliance with Baltimore City Code Article 5, Subtitle 28 governing Minority Business Enterprises (MBE), Women's Business Enterprises (WBE); and Small Local Business Enterprises (SLBE).

    The Minority & Women's Business Program requirements are applicable to all City contracts.


    SMBA&D reviews all contracts greater than $50,000 and private development projects receiving a benefit from the City greater than $50,000 to determine if MBE/WBE participation goals may be set on the contract and meets regularly with our agency partners.

    PCO II additionally reviews compliance with these goals, bidder MBE/WBE participation forms for compliance, waiver requests, and contractor/supplier post-award requests for additions, substitutions, or reallocations.

    This position is crucial to the procurement process as SMBA&D is a reviewing agency of the City's approximately $1.7 billion in annual procurement.

    Qualified candidates should have experience in developing, monitoring, and enforcing program requirements.

    Essential Duties & Responsibilities


    • Conduct individualized reviews of the budget and scope of work for each contract.
    • Communicate with the Bureau of Procurement and Agency partners.
    • Communicate with prime contractors and subcontractors.
    • Review Goal Sheets and Waivers to determine MBE/WBE contract participation goals.
    • Verify subcontractor payment data.
    • Calculate MBE/WBE utilization on contracts.
    • Make compliance determinations.
    • Review bidder MBE/WBE participation forms for compliance.
    • Review standing status in SDAT.
    • Ensure subcontractors are actively certified for the services or goods they are provided on the contract.
    • Identify and recommend matters for further investigation.
    • Develop process improvements for the Compliance Team.
