    The Work You Will Do:


    This Environmental Consultant position conducts advanced professional work under the direction of the Program Administrator for the Division of Waste Management Waste Cleanup Program located in Tallahassee, Florida.

    The ideal candidate will possess the ability to work independently and will have the technical knowledge to promote site cleanup through cooperative fiscal and contract management.

    The Environmental Consultant works directly with all program areas within the Waste Cleanup Program, coordinates with EPA, and with the Pollution Response Action Contractors under the Waste Cleanup Program.

    The Environmental Consultant develops fiscal reports for outreach and legislative requests, and directly supports the Program Administrator with other duties as required.

    The Environmental Consultant also works with managers to plan and prioritize activities and projects in line with DEP's strategic objectives and find integrated solutions on a variety of organizational challenges.

    Your Specific Responsibilities:


    In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.


    This is an advanced level Environmental Position:
    Performs tasks associated with the general Pollution Response Action Contractors the Waste Cleanup Program.

    Oversees management of contractors and reviews all task assignments, change orders, work directives, and invoices for compliance with contract requirements.

    Oversees and maintains financial tracking databases to provide budgetary tracking, reconciliation, and projections of funding. Updates standard operating procedures and guidelines associated with contract management and provides training on these items.

    Assists the Administrator with project cost accounting and budget planning and tracking, including quarterly budget projections. Assists with legislative budget requests and works with the Program and Division financial staff to prepare budget release requests. Coordinates with OGC on cost recovery actions, assists with ERIC database revisions, and State/EPA Superfund coordination. Tracks and maintains database for U.S. EPA Superfund State Contract (SSC) financial commitments, budget, and payment information. Reviews SSC contract language for conformity with department contract requirements.

    The position reviews and evaluates scope, cost, schedule of cleanup activities including field investigations, and remedial actions. This is accomplished through collaboration with technical staff and program managers.

    The incumbent works with program staff and managers to establish funding priorities and ensures that cleanup projects are conducted in accordance with federal and state statutes, and in accordance with contracts and budgetary commitments.


    Assists the Program with periodic reporting from a Microsoft Access Database, including data entry, creating new and modifying existing queries, database management, and other reporting needs as requested.

    Also works with the Department's ERIC database on reporting and data management requirements.

    Assists the Administrator in drafting rules, regulations, internal management policies, and contract procurement. This includes preparation of legislative bill analyses, budget requests, staffing plans, and allocation of state trust fund monies.

    Confers with industry representatives, consulting engineers, government officials, environmental groups, and citizens regarding compliance with department rules and regulations. Interprets state and federal statutes and directs staff in development of agency action regarding hazardous waste site cleanup.

    The incumbent performs other related duties as required.


    Required Knowledge, Skills, and Abilities:
    Knowledge of physical and natural sciences.

    Knowledge of Microsoft Excel and Access.

    Ability to coordinate aspects of an environmental program.

    Ability to work independently.

    Ability to communicate effectively.

    Ability to access budgetary needs.

    Ability to formulate policies and procedures.


    Required Qualifications:


    Bachelor's Degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences and two years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of six years.
