    The Work You Will Do:

    This is a Government Operations Consultant III position in Tallahassee, Florida with FloridaCommerce working under the Bureau of Economic Self-Sufficiency within the Division of Community Development.


    The Difference You Will Make:

    Under the supervision of the Weatherization Assistance Program (WAP) Community Program Manager, this position provides technical assistance as subject matter expert consulting with federal agencies, local governments, private non-profits, Community Program Managers, and department staff for WAP operated in the Bureau of Economic Self-Sufficiency (BESS).

    This support includes managing the development and maintenance of technical specifications and tools, developing innovative approaches to strengthen workforce skills and qualifications, collaborating with training providers, and fostering continuous improvement throughout the Florida WAP.

    Pay:
    $25.00 to $27.00/per hour


    Your Specific Responsibilities:

    Under the supervision of the Weatherization Assistance Program (WAP) Community Program Manager, this position provides technical assistance as subject matter expert consulting with federal agencies, local governments, private non-profits, Community Program Managers, and department staff for WAP operated in the Bureau of Economic Self-Sufficiency (BESS).

    This support includes managing the development and maintenance of technical specifications and tools, developing innovative approaches to strengthen workforce skills and qualifications, collaborating with training providers, and fostering continuous improvement throughout the Florida WAP.

    This technical WAP position will develop and implement analytical projects that assess WAP and residential energy efficiency policies, programs, and/or industry trends to inform decision makers and program implementers.

    The candidate will also be involved in the development of technical or programmatic resources that assist Subgrantees and other stakeholders with WAP implementation.


    • Is expected to demonstrate an understanding of building science principles, technologies, and applications, as well as a general knowledge of the energy efficiency industry and the Weatherization Assistance Program.
    • Should have an understanding and application of project management principles, concepts, practices, and standards.
    • Will work collaboratively with weatherization Subgrantees, industry partners and other entities.
    • May perform project or task management functions including executing projects on time and within budget; establishing, managing, and providing technical direction to project teams; performing project work; and working with the WAP Community Program Manager to identify strategic opportunities for the growth of the program.
    The successful candidate will have excellent writing, interpersonal and communication skills. A high degree of professionalism, curiosity, and ethical conduct is required. Outstanding communication - written, verbal, and via presentations, is highly recommended.

    Basic Qualifications


    • Professional training in either engineering, building science, environmental studies, public policy or administration, business, or related field.
    • Complete understanding and application of project management principles, concepts, practices, and standards. Full knowledge of technical field and related disciplines. Very good interpersonal, conflict resolution, teaming, and communication skills.
    Preferred Qualifications


    • Experience at a state or local weatherization agency, utility, or other relevant state or federal agency.
    • Familiarity with single and multi-family energy efficiency program implementation or evaluation.
    • Demonstrated knowledge of industry practices and workforce development strategies.
    • Experience applying technical knowledge to provide analysis or project delivery support for clean energy or energy efficiency activities.
    • Professional training in building science or environmental studies, or related field.
    • Demonstrated experience with building energy efficiency technologies, programs, or policies.
    • Familiarity with working in cross-organizational, multi-disciplinary teams to execute projects or programs in coordination with diverse stakeholders, such as state or federal agencies, research entities, and program implementers.
    • Involvement with managing projects and taking initiative.
    • Experience communicating results of work to a wide range of audiences and ability to prepare professional project communications that are appropriate for internal and external stakeholders.
    • Demonstrated ability to work well within a team and independently with guidance from senior staff.
    • Experience working directly with clients to identify needs and requirements for deliverables.
    • Experience in performing general construction or building work.

    • Working Knowledge of State, Federal, and/or local government grant and contract management regulations and processes
    • Possess a working knowledge of word processing (Microsoft Word), spreadsheet (Microsoft Excel), and presentations (Microsoft PowerPoint).
