    Accounting Supervisor

    Educational Service Center

    Postion Summary:

    The ideal candidate will be responsible for the coordination of the District's Accounts Receivable, Accounts Payable, Payroll, Tax, and Census functions. Maintains detailed records subject to review and audit for respective job functions. Coordinates the payment of all invoices and issuance of district's real estate tax notices (regular and interim), census records, and certificate of residencies. Responsible for the oversight of a support staff of (3) three persons.

    Key Responsibilities & Essential Duties:
    1. Maintains a comprehensive district-wide accounts payable and accounts receivable system.
    2. Supervise the preparation of invoices, track receivables and collect on aged accounts.
    3. Responsible for the posting of cash receipts in the district's fund accounting software.
    4. Responsible for handling and researching all tax-related complaints, questions and phone calls.
    5. Responsible for the preparation of all letters for tax-related correspondence.
    6. Responsible for the receipt and processing of all federal, state, and local revenues.
    7. Responsible for the coordination of tax collector responsibilities: a. Prepare guidelines for tax collectors and submission of delinquent tax ists. b. Establish and conduct annual tax collector meetings. c. In-service new tax collectors and conduct the annual tax collector meeting. d. Perform the reconciliation and year-end close-out of all taxes with the tax collectors.
    8. Responsible for the preparation and issuance of the annual real estate tax notices and interim real estate tax notices.
    9. Responsible for the review and refund, of real estate taxes and/or revision of tax bills, if necessary.
    10. Responsible for the maintenance of the monthly real estate income report.
    11. Responsible for maintaining the standards of the Taxpayer Bill of Rights and if necessary, functions as the hearing officer.
    12. Responsible for the data preparation and issuance of the district's census forms;
    13. Supervise the filing of all purchase orders, invoices, reports, etc. in a timely manner.
    14. Responsible for the annual processing of the district's 1099 forms at year-end. Maintains the district's W-9 vendor record.
    15. Supervise the monthly reconciliation of vendor statements, and provide assistance on an as-needed basis.
    16. Review and approve cash disbursement and check register reports for all district accounts. Responsible for the printing of checks and maintenance of check number log.
    17. Responsible for the issuance of daily checks, if a primary staff member, is not present.
    18. Responsible for monthly reconciliation of the bank statements for the payroll fund, athletic fund, cafeteria fund, capital projects fund, and health care stabilization fund.
    19. Responsible for administering the outstanding check notification letters and assigning checks for re-issuance, if necessary.
    20. Responsible for the review and reconciliation of the district's office and science petty cash.
    21. Responsible for the processing and posting of student activity fund transfers.
    22. Responsible for the paid bills report and receipts journal for the monthly preparation of the treasurer's report to the school board.
    23. Responsible for the administration and accuracy of the district's census records.
    24. Assists district administrators, building principals and secretaries with business office-related inquiries and matters.
    25. Assists the Director of Finance with the annual audit in correlation to accounts receivable, accounts payable, and revenue areas (local, state, and federal).
    26. Is courteous, respectful and professional in all interactions with others.
    27. Other duties as directed or assigned by immediate supervisor or leadership.
    Required:
    • B.S. degree, Accounting, Finance or equivalent business-related field (Economics, Business Administration).
    • At least 1 year of supervisory and/or managerial experience in financial management (e.g., accounting, budgeting, bond financing, preparation of financial statements, treasury management/banking).
    • Strong experience in financial and general ledger systems and any associated software (e.g., report writing tools).
    • Proficiency in Word, PowerPoint Presentations and Excel.
    • Thorough knowledge of GAAP, knowledge of finance.
    Desired:
    • CPA, MBA, Master's in Finance, Accounting, or Economics, CGFM, and/or CTP.
    • Minimum of 3 -5 years supervising accounting department functions.
    • At least three (3) years working in a financial system.
    • Intermediate level Excel skills (including V look up, pivot tables, links, calculations, data manipulations and creating graphs and tables.
    • Knowledge of tax and business law.

    • Ability to read, analyze and interpret complex documents. Ability to respond effectively to the most sensitive inquiries and complaints.
    • Ability to apply advanced mathematical concepts and apply mathematical operations to tasks.
    • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism and deal with a variety of abstract and concrete variables.
    • Proficiency in the use of personal computer technology and be able to operate a variety of office equipment including a telephone, copy machine, fax machine, calculator.
    • Ability to establish and maintain effective working relationships with all administrators and the management team.
    • Must possess excellent interpersonal skills.
    • Must be cooperative, congenial, and service-oriented
    • Must be able to work in an environment with frequent interruptions
    SUPERVISORY RESPONSIBILITIES:

    CLEARANCES:
    • Submission of pre-employment medical examination (Section 148 of the Pennsylvania School Code, Submission of a report of criminal history record from the Pennsylvania State Police (Section 111 of the Pennsylvania School Code), FBI Criminal History Record, Submission of a clearance report from the Pennsylvania Department of Public Welfare in accordance with Act 151 of 1994. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

    TERMS OF EMPLOYMENT:
    1. 12 months, 261 days.
    2. Salary and benefits in accordance to the Act 93 agreement with the Board of School Directors.
