Marketing Statement


Under general supervision, supervises the maintenance of the Philadelphia Asset Property Management Corporation (PAPMC) accounting records and reports, performs financial analysis in accordance with standard accounting practices and general work instructions; may perform other work, as required.


Salary Range:
$90, $94,600.00.


Qualifications:


Education, Training and Experience Guidelines:


Bachelor's Degree in Accounting, Finance, or a related field; AND 4 or more years of experience in financial management, including government housing programs/with a public sector agency; OR an equivalent combination of education, training, and experience.


Required Knowledge of:

  • State and Federal statutes, codes and regulations governing public sector accounting functions.
  • Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, practices, policies, rules and regulatory reporting requirements.
  • Generally Accepted Accounting and Auditing Principles for public sector financial administration.
  • Principles of budgets, contracts, and records management.
  • Basic knowledge of Partnership & corporation federal, state & local tax laws.

Required Skill in:


  • Analyzing financial issues, and developing recommendations and strategies.
  • Analyzing accounting system operations and internal control methods and procedures.
  • Reviewing, correcting, updating, and analyzing financial records and reports.
  • Reviewing and verifying mathematical calculations.
  • Reviewing accounting records, and verifying compliance with PAPMC standards.
  • Maintain accurate accounting records, and identifying and reconciling errors.
  • Reviewing and interpreting financial and technical documents, and verifying compliance with capital project plans and budgets.
  • Assessing and prioritizing multiple tasks, projects and demands; and planning and coordinating the work of others.
  • Interacting with people of different social, economic, and ethnic backgrounds.
  • Establishing and maintaining effective working relationships with coworkers.
  • Operating a personal computer utilizing standard and specialized software.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed in a standard office environment.


Responsibilities:


  • Supervises PAPMC accounting activities, and verifies that transactions are processed according to PAPMC policies and procedures;
  • Manages staff at various levels; assigns workload, trains staff, monitors work, and evaluates performance; meets with staff to discuss and resolve priorities, special assignments, workload, and technical issues;
  • Controls the monthly and quarterly close process;
  • Supervises EDI payment processes, and manages invoice processing staff;
  • Prepares, and supervises the preparation of, a variety of financial statements and reports, ensuring adherence to generally accepted accounting principles;
  • Reviews and approves transactions and accounting records; posts accounting entries; monitors and reviews documents for accuracy, completeness, and compliance with accounting standards, and control practices;
  • Assists PAPMC departments with contract, funding, payment, accounting, and budget issues.
  • Reviews accounting records and ledgers, and corrects errors as required;
  • Manages accounting records, identifies errors, researches issues, and recommends solutions.
  • Searches for technological solutions to increasing productivity and accuracy in the books and records;
  • Stays abreast of trends and innovation in government accounting, public housing policies, and IRS Section 42 tax credits;
  • Review workpapers for accuracy and completeness; AND
  • Maintains absolute confidentiality of workrelated issues and PAPMC information; performs related duties and responsibilities as assigned.
