    GENERAL DESCRIPTION Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services.

    We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

    Performs highly complex (senior-level) computer programming work in support of the Texas Department of Motor Vehicles (TxDMV), Information Technology Services Division.

    Writes or modifies existing complex application software programs based upon program specifications or verbal instruction with the objective of meeting agency needs in one or more agency divisions/units; may work on these assignments independently or as part of a team.

    Trains others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

    ESSENTIAL DUTIES Designs and writes programming code that solves programming issues with little or no help; unit tests, debugs, documents, and implements computer programs.

    Interprets business and system use cases and requirements documentation to understand functionality to be developed, translates these requirements into a software coding solution and may provide input for the Functional Requirements Specifications (FRS).

    Prepares detailed analysis, plans, diagrams, and verification procedures for existing and proposed applications.

    Develops new code or modifies existing complex application program code; maintains, supports, and monitors program code ensuring ongoing operations and execution of this software.

    Facilitates root cause analysis of system issues to minimize impact and future occurrences.

    Provides technical leadership on the analysis and design of programming projects requiring coordination; provides technical support to users and technical assistance to programmer/analysts.

    Provides support for application software programs, including problem resolution from software failures or other problems, answering questions, etc., during standard and non-standard working hours.

    Installs, tests, and upgrades proprietary application software.

    Plays a lead role in the execution of test plans/scenarios for system testing, performance tuning, load and stress testing, as a part of the overall test and quality assurance plan for a release of software.

    Maintains knowledge of changing hardware and software technology; trains and/or mentors other technical resources. Conducts and participates in design and code walk-throughs and reviews.

    Complies with all defined policies and procedures for software development, testing, implementation, and support; identifies and recommends opportunities for improvement.

    Travels up to 10% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed. Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures. Performs other job-related duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of the principles, practices, a d techniques of computer programming and systems analysis.

    Knowledge of computer languages, including programming in Java/J2EE, Java Spring Framework and/or Spring Boot, web programming, or other object-oriented languages, and using Maven SVN code versioning Knowledge of Linux Operating Systems, Apache Tomcat, webservices, DB2 database and writing and executing complex SQL queries.

    Knowledge of designing and maintaining application code/systems, release, incident, and change management procedures. Knowledge of disaster recovery and business continuity principles and practices.

    Knowledge of analyzing issues; facts and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions.

    Knowledge of analyzing and organizing technical data. Skill in communicating effectively. Skill in problem solving and troubleshooting. Skill in performance tuning. Skill in writing complex SQL queries (SQL Server a plus). Skill in critical thinking. Skill in computer programming, specifically Java. Skill in batch processing Skill in performance tuning Skill in the use of hardware and software. Skill in modifying or developing software for applications. Skill in prioritizing and multitasking. Skill in effective oral and written communication. Skill in exercising sound judgment and effective decision making. Ability to process information logically. Ability to design programs and systems logic. Ability to code, test, and debug software. Ability to communicate effectively with team members and stakeholders (both technical and non-technical). Ability to receive and respond positively to constructive feedback, work cooperatively with others in a professional environment. Ability to work under pressure with tight deadlines. Ability to provide excellent customer service.

    Ability to work more than 40 hours as needed and in compliance with the FLSA Regulatory Knowledge Working knowledge of, or the ability to rapidly assimilate information related to TxDMV, State and Federal regulations, legislation, guidelines, policies and procedures.

    Qualifications:

    MINIMUM REQUIREMENTS Education Graduation from an accredited four-year college or university with major in computer science, computer information systems, management information systems, or a related field.


    Experience Must have at least:

    Four (4) years of experience in software development; Three (3) years of experience programming with Java/J2EE and web programming concepts; and Three (3) years of experience with DB2 and SQL ADDITIONAL INFORMATION This position is eligible for remote work in the state of Texas (subject to change).

    Must attend meetings/trainings at headquarters in Austin, Texas as required by management.
