    Description
    The Safer Foundation is a social service provider to individuals with arrest and conviction records. Through a full range of services, including case management, educational instruction and advocacy, we focus on preparing individuals for the world of work by helping them find and keep productive and meaningful employment.

    General Summary:

    Reporting to, and working in conjunction with, the AVP, Behavioral Health Services, the Director of Clinical services will be a critical component to successfully integrating behavioral health services within the Adult Transition Centers and our community offices. Additionally, the Director of Clinical Services will work to establish a pathway to support the continuum of care from Pre-release services into Reentry through collaborating with internal departments across the agency. The Director of Clinical Services will be responsible for ensuring successful day-to-day clinical operations and delivery of clinical services within the Adult Transition Centers and the Community offices. The Director will oversee the operational and clinical efficiency of services at these locations and provide direct supervision to the Clinical Services Supervisor and clinical team. The Director will lead efforts to improve quality outcomes and clinical service delivery to serve as the continuum pathway from pre-release and reentry and within the alignment of the Safer Counseling and Wellness Center.

    • Communication and Collaboration - Weekly staffing's are conducted to review new and existing clients and progress in the program. Expectations of staff are communicated, and necessary follow-up is provided.
    • Communication and Collaboration - Processes are developed with other internal or external departments or programs involved as necessary to expedite processes and remove barriers.
    Essential Duties and Responsibilities:

    Stakeholder Interface
    • Supervising and monitoring all intake assessment, treatment planning, and case management services provided to Safer clients and residents
    • Train and supervise staff on proper clinical interventions, delivery, documentation, policies and procedures.
    • Assist and guide staff in attaining professional goals through performance coaching and completing mid and annual performance-based reviews.
    • Overseeing and monitoring day-to-day operations of Safer's Behavioral Health Services
    • Coordinate with other departments as necessary, providing clinical oversight and/or supervision as needed.
    • Work to provide education and training surrounding Medication Assisted Recovery, including Narcan and Opioid Prevention Training as needed.
    • Coordinate with ATC and Community Reentry internal staff to establish treatment continuity of care for pre-release and reentry clients.
    • Develop workflows to establish coordination between pre-release at the ATCs to the community for reentry services.
    Stakeholder Outreach and Recruitment
    • Alongside the AVP, Behavioral Health attend any internal and/or external behavioral health meetings and/or event relative to the justice-involved population.
    • Participate in providing training and/or establishing working partnerships with external parties/entities.
    Tracking, Document and Reporting
    • Documenting all clinical supervision in accordance with state licensing and credentialing standards.
    • Create and implement various clinical procedures and guidelines using the EHR programming function.
    • Gather, synthesize, and present all clinical data for grant reporting alongside AVP, Behavioral Health on a monthly, quarterly, and yearly basis.
    • Complete quarterly programmatic reports for any state/federal grant-funded programs providing clinical services.
    • Work alongside Quality Assurance Administrator in developing and integrating internal audit tools for clinical staff to monitor their client files.
    Fiscal Reporting and Accountability
    • Gather, synthesize, and present all clinical data for grant reporting alongside AVP, Behavioral Health on a monthly, quarterly, and yearly basis
    • Order supplies as necessary and within the program budget, gauging total amounts allocated, needs, and availability of funds.
    • Assuring (in conjunction with the Quality Assurance Administrator) all services are provided in compliance with regulatory, contractual, and revenue cycle requirements.
    Supervision of People
    • Documenting all clinical supervision in accordance with state licensing and credentialing standards.
    • Train and supervise staff on proper documentation, procedure, and protocol; troubleshoot issues and coach on performance. Elevate issues requiring structural changes or input up to the supervisor as necessary.
    • Complete mid-year and annual performance reviews and corrective action plans, when necessary, review and approve timecards, and request for time off and expense reports in a timely manner.
    Required Knowledge, Skills, and Abilities:
    • Passion for social justice and start-ups
    • Strong clinical/clinical supervision skills in both substance use (Rule 2060) and mental health (Rule 132/140).
    • Understanding clients' life experiences with criminal records' past or current justice-system involvement.
    • Strong programmatic and operational experience: Ability to conceive intricate operational processes and take from concept to reality.
    • Experience working with multi-disciplinary teams; running treatment programs/units within larger complex government or social service agencies.
    • Able to operate in a fluid environment.
    • In-depth knowledge of ASAM Patient Placement Criteria and appropriate drug testing guidelines
    • In-depth practical knowledge of HIPAA and 42 CFR Part 2
    • Familiarity with the use of Electronic Health Record software to document notes/services; Experience with Qualifacts and the CareLogic system is a plus
    Education and Experience:
    • At a minimum, a Master's degree in a related discipline is required.
    • Experience documenting services in electronic record systems required.
    • Previous experience as a clinical supervisor/manager preferred.
    • Previous experience working for a Medicaid-certified DASA or CMHC provider is required.
    • LPC, LCPC, LSW, LCSW, Psy.D, or other qualifications meeting the clinical supervision requirements for Rule 2060 and Rule 132.
    • Certification as a Certified Alcohol and/or Drug Counselor through IAODAPCA/ICB is preferred.
