    General Statement of Job

    The Department of Public Works is looking for a Deputy Director of Operations with progressively complex experience in leading a diverse array of public works operations ranging from water, sewer, streets, and sanitation to traffic engineering and stormwater management requirements throughout the Town of Vienna, VA.

    This position is in the Public Works Department within the Town of Vienna, VA. The Public Works Department maintains the Town's infrastructure and provides citizens with a safe, attractive, and healthy town in which to live and work. Public works staff members provide expertise and ensure that town residents have reliable services such as water, sewer, trash and recycling, stormwater, roadway, pavement, mobility, traffic engineering, and more.

    The successful candidate will be a collaborative problem solver and team builder with an understanding of the complexities and challenges of public works management in a municipal government; possess the technical skills necessary for leading numerous initiatives, the ability to communicate and work with others in a High-Performing Organization, and to work as an integral member of the Town leadership team in developing and achieving strategic objectives.

    Work ScheduleMonday through Friday 7:00 AM to 3:30 PM
    Overtime as necessary and mandatory during emergency situations

    All new employees must satisfactorily complete a background check. A conditional offer of employment may then be made contingent upon the successful completion of drug and alcohol tests.

    This is an Exempt Position.

    Duties and Responsibilities

    The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

    Essential Functions:

    Supervises three superintendents and leads a 70 employee skilled trades workforce in safety, training, performance, and the daily delivery of critical public works services.

    Supervises the water resource engineer and technical support staff in stormwater management initiatives and compliance with the Virginia Municipal Separate Storm Sewer Systems (MS4) permit/programs and Chesapeake Bay Total Maximum Daily Load (TDML) Action Plan.

    Oversees operations for the Town owned water and sewer distribution and storage systems; including water quality, metering, preventive/corrective maintenance, planned/ unplanned outages, and recapitalization.

    Manages street maintenance services within the Town's right of way and facilities including sweeping; snow removal; asphalt repair; paving; pavement condition; construction; and traffic signage, signalization, and engineering.

    Oversees daily sanitation services and the trash and recycling programs, including hazardous waste, quarterly recycling days, and fall yard waste. Participates in the Northern Virginia Waste Management Board.

    Directs the vehicle maintenance program for the Town fleet of heavy equipment, passenger vehicles, and small engines, including the equipment replacement and recapitalization program.

    Prepares and presents briefings to Town Management, Town Council, Department Directors, commissions, and community members. Obtains input on the delivery of products and services. Provides customer service, resolves inquiries and complaints.

    Develops annual operating budget and ten-year Capital Improvement Plan (CIP) input. Develops budgetary estimates, oversees project management, planning, design, and construction with in-house staff, consultants, and contractors.

    Monitors performance of project, service, and work order delivery. Implements process improvements and corrective actions.

    Monitors regulations, plans and develops compliance and improvement programs. Works with Local, State and Federal agencies to help ensure regulatory compliance for stormwater, flood plain, water, sewer, and solid/hazardous waste.

    Recommends hiring, trains, motivates, coaches and evaluates employees; instructs, assigns and reviews work of employees; salary increases and promotions, implements discipline; recommends termination.

    Assists in planning, directing, supervising, and coordinating departmental operations; oversees and participates in development of departmental strategic planning; assigns work activities, projects and programs; monitors workflows; reviews and evaluates work product, methods, and procedures; ensures department compliance with all Town policies and procedures, standards of quality and safety, and all applicable local, state and federal laws and regulations.

    Oversees departmental safety program and ensures staff is properly trained and equipped.

    Prepares contracts, spreadsheets, budgets, presentation materials, news releases, permit applications, notices, and various other records, reports, memos, and correspondence.

    Directs the activities of the department in the absence of the Director.

    Additional Duties:
    Monitors regulations, plans and develops programs to improve the Town solid waste collection, recycling and household hazardous waste collection functions.
    Works with the Director and Town staff in the resolution of traffic and parking control issues and problems; assists in making decisions regarding traffic signals, stop signs and speed limits.

    Meets, confers and assists in coordinating department activities with Town management, Town Attorney, other Town departments, community/civic organizations, boards and commissions, committees and vendors.

    Informs others about activities which include Town Manager, Town Council, Town department heads and personnel, Town Attorney, committee and task force members, other government agencies, consultants, architects, engineers, news media and the general public.

    Keeps abreast of trends and issues in public works by reading professional and technical publications and attending conferences, workshops, and professional meetings.
    Performs related work as necessary.

    Minimum Training and Experience

    Requires a Bachelor's Degree in Civil Engineering, Environmental Science or closely related field.

    Requires Six (6) years of progressively responsible and complex hands-on management experience in public works, engineering, design, project management, or a closely related area.

    Substitution: Equivalent combination of education, training, and experience, which provides the required skills, knowledge, and abilities may be substituted for the education requirement.

    Special Certifications and Licenses:

    Valid State driver's license.

    Professional Engineer license preferred.

    Desirable: Preference may be given to candidates with a master's degree in a related field and experience in one or more of the following:
    • Experience developing a long-range Capital Improvement Program (CIP) and long/short-term budget requests for government-owned infrastructure.
    • Experience in public works operations and delivery of water, sewer, streets, stormwater, and maintenance services.
    • Planning, design, and construction of complex water or sewer systems for private entities or other governmental agencies.
    • Experience with managing consultants and supervising staff.
    • Using project management, work order management, SCADA, and transportation software/technologies, including working with data bases, decision support, and MS Office software.
