Located in the nation's capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia.

OAG enforces the District's laws, works to protect and defend D.C. residents, and provides the highest level of independent legal advice and guidance to District of Columbia government agencies.

We are currently seeking an experienced Investigator in the Workers' Rights and Antifraud Section of the Public Advocacy Division (PAD).

The Public Advocacy Division manages the affirmative civil enforcement litigation of OAG to protect the public interest.

In addition to workers' rights and False Claims Act cases, PAD brings enforcement actions involving consumer protection, civil rights, housing, elder justice, nonprofit, and antitrust matters.

The Workers' Rights and Antifraud Section investigates and litigates civil cases to vindicate the rights of District workers and to hold employers accountable for violations of District law, including wage theft, worker misclassification, and unlawful denials of sick leave.

The Workers' Rights and Antifraud Section also brings civil cases to combat fraud against the District under the D.C. False Claims Act (FCA).

In connection with this work, the Section partners with community groups, advocacy organizations, and District government agencies to identify and address employment law and FCA violations in the District.

Duties and Responsibilities

The Workers' Rights and Antifraud Section investigator will:

Research potential targets of our investigations, including the ownership and affiliations of entities, licensing, criminal or disciplinary histories, reviews of public reporting and social media associated with our investigations, public records searches, and basic legal research.
Identify potential witnesses and/or victims of wage theft. Conduct and assist with witness interviews, including drafting model interview questions, transcribing interviews, and drafting summary reports.
Assist in the drafting of legal documents, including subpoenas, discovery requests, and requests for information from the targets of our investigations and other sources of information.
Work with attorneys and other OAG staff to develop investigation plans for discrete investigations and general approaches to widespread investigations that involve multiple targets.
Review and assist with digesting documents produced by the targets of our investigation and other third parties.
Manage and assist with tips made to the Workers' Rights and Antifraud Section, including following up with tipsters, conducting preliminary investigation, and making recommendations, as well as tracking and organizing all such tips.
Assist with litigation tasks, including drafting and executing affidavits regarding investigations, assisting with depositions, and testifying at trial.
Assist with compliance review for settlements, including reviewing remedial measures taken by targets, compliance reports, and interviewing witnesses.
Assist with the Office's administration of claims processes by which pays workers from restitution funds obtained in one of the Office's enforcement actions.
Support the Section's community outreach and engagement efforts.
Provide supportive investigative assistance to other sections in PAD, as requested by management.
Perform other related duties as needed.

Qualifications and Education

To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

A bachelor's degree or above in a related field is preferred. At least four years of specialized experience is preferred.

Specialized experience is past investigative experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Licenses and Certifications
A valid driver's license with an acceptable driving record may be required.

Working Conditions/Environment

The majority of the work is performed in an office which is adequately heated, lighted, and ventilated, but investigations may require coordination and travel to other District of Columbia Government locations, including field locations either indoors or outdoors.

Additionally, the work may require visiting private businesses, insurance companies, private residences, and financial institutions.
