    We are seeking a detail-oriented and experienced Accounting Manager to lead our accounting team. In this role, you will


    supervise, plan and coordinate the daily activities of the accounting team; oversee and direct major programs, financial reporting, auditing and operational management of the city's accounting division and staff.


    You will play a critical role in working with the Deputy Director and Director of Finance in decision-making process, providing strategic insights to support the city's financial planning and operations.


    Work involves providing direct oversight to the execution of accounting policies, controls and programs for financial reporting, fixed asset management and treasury related transactions.

    ESSENTIAL FUNCTIONS


    Manage the day-to-day accounting activities including but not limited to financial reporting, payroll, accounts payable, grants, fixed assets and general ledger maintenance.

    Plans and oversees assigned workflow and time utilization of staff; assigns, communicates, and instructs activities and deadlines to collectively achieve city department workplan goals and initiatives.

    Assesses, plans, and implements best practice standards and assures compliance with all regulatory agencies; compiles and submits data, analyses, and reports.

    Plans, oversees, and coordinates the city's financial accounting in accordance with Generally Accepted Accounting Principles (GAAP) prescribed by Government Accounting Standards Board (GASB) and with the Washington State Budget, Accounting, and Reporting System (BARS).

    Develops, implements, communicates, and enforces accounting policies, procedures, and standards, recommending changes to accounting procedures as needed.

    Designs, installs, and maintains the integrity of the internal control systems for the city's cash accounting procedures throughout the organization.

    Prepares the city's Annual Comprehensive Financial Report in accordance with generally accepted accounting principles and applicable governmental standards; coordinates staff assignments for completion of schedules and notes.

    Participates in the development of the municipal budget and budgetary procedures; administers assigned budgets and funds.
    Manages the city's annual financial statement audit, serving as primary contact to State Auditor's Office and other auditing agencies.

    Schedules State Auditor on-site work, serving as liaison; delegates assignments and establishes deadlines to meet audit requirements; assures the provision of all financial information required by the State Auditor's Office.

    Oversees the maintenance of the general ledger including development and maintenance of the chart of accounts, reviewing and approving journal entries, and determining proper account coding.

    Assures accounting records are in balance with actual cash investments, accounts receivable, deposits,
    Monitors the city job cost, fixed asset, inventory, and equipment management modules.
    Supervises and maintains the fiscal integrity of the computerized financial system; ensures changes in accounting requirements are correctly processed.

    Responds to special requests for financial data and analysis, and requests for information on proposed and current projects and programs.

    Develops and recommends policy, procedures, and internal controls for customer service activities.

    Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.

    May be required to attend evening and/or weekend meetings and events based on organizational responsibilities and/or requirements.

    SUPERVISION EXERCISED
    Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.
    Assesses and monitors workload; identifies opportunities for improvement and implements changes.

    Selects, trains, motivates, and evaluates employees; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures per established policies, procedures, and executive guidance.

    Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.


    MINIMUM QUALIFICATIONS

    Bachelor's degree in accounting, finance, business administration, or closely related field; supplemented by five (5) years of progressively responsible experience in governmental accounting, budget development, financial reporting, and cash management, including three (3) years in a supervisory role; or an equivalent combination of education, certification, training, and/or experience.

    Employees must be residents of Washington State.


    CERTIFICATIONS AND LICENSES

    May be required to possess and maintain a valid Washington State Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.


    PREFERRED QUALIFICATIONS
    Certified Public Accountant (CPA) and/or Master's degree and ten (10) years of governmental accounting experience.

    Prefer five (5) years of Washington State governmental accounting experience.


    KNOWLEDGE OF
    Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board pronouncements and implementation.
    Auditing and reporting procedures and guidelines and skill in assuring organizational policies and compliance align with such.
    Governmental accounting and budgetary policies, operations, and procedures and skill in applying state BARS general laws to work.
    Strategic planning, capital improvement projects and funds, and investment and asset management.
    Financial and records maintenance software and ability to oversee governmental technology functions.

    SKILLS AND ABILITIES
    Skill in financial analysis and forecasting, research techniques, and developing recommendations from data and analysis.

    Skill in reading, analyzing, and interpreting program related laws and regulations and establishing necessary policies and work processes and procedures.

    Skill in applying project management techniques, with ability to effectively manage multiple priorities and competing deadlines.
    Skill in formulating, initiating, and administering policies and procedures for effective fiscal control.

    Skill in Microsoft Office Suite and applicable department / organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required.

    Skill in clearly communicating and understanding information in English, both orally and in writing, and ability to use professional composition, spelling, grammar, and punctuation.

    Skill in responsive and flexible handling of work assignments and prioritizing work to complete assignments accurately and timely

    Skill in maintaining a customer service orientation and positive image of the city to the public, courteous and professional approach to exchanging information, and adhering to strict confidentiality requirements.

    Ability to regularly attend work and arrive punctually for designated work schedule, including when working remotely per an approved hybrid schedule.
