The Department of Citywide Administrative Services (DCAS) Division of Energy Management (DEM) serves as the hub for emissions reduction and energy management for the City government portfolio. DEM develops the Citys annual utility energy budget; manages the Citys utility accounts; helps our agency partners identify and pursue energy-saving opportunities at their facilities; leads energy efficiency and distributed generation projects across the Citys portfolio; and helps implement operations and maintenance best practices.

Broadly, DEM is tasked with leading the Citys efforts to reduce greenhouse gas (GHG) emissions from City government operations 40 percent by x25), 50 percent by x30), and 80 percent by x50). Beyond 40x25, 50x30, and 80x50, the City has also made other energy-related commitments, such as pledging to install 100 MW of solar photovoltaic on City buildings by 2025. DEM works closely with our agency partners to help them reduce emissions and improve energy management in their facilities, including providing them with project funding, project delivery vehicles, technical expertise, staff resources, strategic planning support, and data analytics.

The Program Manager, ExCEL will work within DEMs Operations Unit, under the guidance of the Senior Program Manager, but in extremely close coordination with DEMs other units.

The Program Manager, ExCEL will be charged with responsibilities including, but not limited to, the following:

1. Lead end-to-end project delivery processes | Oversees project budgets and schedules ensuring that projects are completed on time, on budget, and in accordance with scope. Owns program budget administration including invoice review, budget modification, initiation, and coordination. Strategically pursues process improvements, ensures project compliance with citywide building operational protocols and standards, and creates quarterly progress reports.

2. Manage project development | Works with agency staff and other DEM staff to develop expense-funded energy projects suitable for current and out-year implementation. In conjunction with technical staff, strategically reviews completed energy audits, Energy Efficiency Reports (EERs), and other data sources to guide project selection.

3. Manage Salesforce projects and troubleshooting | Conducts SF project entries and updates including SF project creation and support general troubleshooting of data entry issues. Collaborates with Salesforce Administrator as needed to ensure that entries are accurate, and updates are completed according to project deadlines.

4. Perform inter-agency and intra-agency coordination | Leads the coordination of Edison Engineering Review and follow-up with agencies with the update request. Share information about the status of current and potential future expense projects with the rest of DEM to enable cross-pollination of energy efficiency efforts across the organization. As designated, represents DEM in meetings with City agencies, consultants, and contractors involved in energy efficiency project delivery.

5. Manage program data collection, tracking, and reporting | Manages program data collection and tracking required to ensure accurate, on-demand performance reporting, including metrics related to project compliance with budgets, schedules, scopes, and project outcomes.

Flexible Work Update:

Qualifications

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; or

2. High school graduation or evidence of having passed an examination for a high school equivalency diploma or the U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate, plus nine years of full-time paid experience as described in (1) above, at least two years of which shall have been of a supervisory nature; or

3. A satisfactory equivalent. However, all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.
