    The City of Westminster is seeking a professional Senior Management Analyst to fill a vacancy in the City Manager's Office.

    This recruitment may also

    be used to fill other vacancies that may occur in various departments across the City.

    Upcoming Salary Increases:
    3% Effective July 2024
    3% Effective July 2025

    DEFINITION


    Positions in this classification perform professional complex, technical, analytical, and administrative duties in support of the City Manager's Office including economic development, legislation, public information programs, budget administration, contract administration, special projects, and other duties as assigned.

    Senior Management Analysts are expected to identify best practices, initiate innovative ideas, and embrace opportunities to integrate technology into daily work.

    The ideal candidate will possess strong report writing, presentation and interpersonal skills.


    DISTINGUISHING CHARACTERISTICS
    This is the advanced, journey level classification within the Management Analyst series.

    Incumbents in this classification are distinguished from the Management Analyst by the level of responsibility and independent decision making and discretion exercised.


    SUPERVISION RECEIVED AND EXERCISED
    The incumbent works under the general supervision of the City Manager and Assistant City Manager. May exercise technical supervision over assigned employees and interns.


    REPRESENTATIVE DUTIES
    The following duties are typical for this classification.

    Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    Develop and conduct outreach efforts for economic development with a wide variety of community and regional organizations and agencies.


    Assist new and expanding businesses in site selection, acquisition, and facility construction, and shepherding projects through the City's planning and building processes.


    Meet and negotiate with outside agencies and the public, including local developers, members of the business community, and citizen groups? explain city policies, procedures, goals, and objectives? resolve difficult economic development related problems and questions.


    Represent the City to outside agencies and organizations? participate in outside community and professional groups and committees? provide technical assistance as necessary.


    Administer the City's public information program preparing press releases, news articles, and responding to inquiries from both the public and the press.


    Administer the City's online presence, overseeing the development and dissemination of website and social media content to ensure information is up to date and respond to related emails sent to the City.

    Monitor local and regional media content for issues affecting the City of Westminster.


    Analyze the effects of current and pending legislation on City programs and operations and make recommendations? develop response and legislative proposals? and keep City staff apprised of pending and enacted legislation.

    Oversee the administration of a variety of City contracts and leases including bus shelters and the animal control program.


    Assist in the preparation of the annual budget for the City Manager and City Council; monitor and control budget expenditures? and perform revenue and expenditure forecasting and research.

    Research, submit applications, and administer grant funds for a variety of City projects.

    Work with operating departments to review operations and make recommendations for the improvement of customer communications and service delivery.


    Analyze data and prepare written and/or oral conclusions and recommendations on assigned projects including preparation and presentation of staff reports to the City Council.

    Research, analyze, and make recommendations on program compliance with applicable laws and regulations.


    Represent the City Manager at meetings and make presentations in the community and at interagency and professional meetings as assigned.

    Perform other duties as assigned.


    Knowledge of:
    Modern principles and methods of public administration, public relations, and budget preparation.

    Principles and practices of administrative research and statistical analysis.

    Principles and practices of effective supervision.

    Principles, practices, and procedures of economic and community development and financing techniques.

    Principles of real estate development, land use planning, and zoning.

    Pertinent Federal, State, and local laws, rules, regulations, and ordinances.

    Operate a computer and a variety of software including Outlook, Word, and Excel.

    Record-keeping techniques and procedures.

    Correct English usage, grammar, spelling, punctuation, and vocabulary


    Ability to:
    Communicate effectively both orally and in writing.

    Ability to establish and maintain effective working relationships with fellow employees, City officials, and the public.

    Work independently in learning numerous program compliance requirements and guidelines.

    Evaluate and develop improvements in operations, procedures, policies, and methods.

    Analyze quantitative and qualitative information, and prepare clear, concise, grammatically correct memos and correspondence.

    Interpret specific rules, laws, and policies and apply them in a variety of procedural situations.

    Plan effectively, prioritize assignments, and meet deadlines.

    Make moderately complex mathematical computations.

    Maintain the confidentiality of information and documentation as required.


    Recommend modifications to existing policies, modifying strategies and/or methods to meet unusual conditions within the context of existing management principles.

    Analyze and categorize data and information to determine consequences and identify then select alternatives.


    Exercise the judgment, initiative, decisiveness and creativity required in the administration of various programs or critical situations involving considerable risk or loss to the organization.


    Education and Experience:
    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.

    A typical way to obtain the required qualifications would be:


    A Bachelor's degree from an accredited college or university with major course work in Public Administration, business, or a related field is required.

    A Master's degree from an accredited college or university with major course work in Public Administration, business, or a related field is highly desirable

    and

    four (4) years of progressively responsible municipal experience performing professional administrative and analytical responsibilities is required.


    Licenses and Certifications:
    Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
    Physical Demands

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.


    Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.

    This is primarily a sedentary office classification although standing and walking between work areas is required.

    Employees in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.

    Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

    Environmental Elements

    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.

    Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
