    We are seeking a Water Planning Engineer to join our team


    The Water Planning Engineer works closely with Engineering and Operations staff to bring needed water system improvements to the RWA's system and help us deliver Water for Life.

    RWA owns and operates a combined water system serving over 430,000 people in the New Haven region.


    With over 75 facilities, such as water storage tanks, pump stations, PRVs, interconnections, surface and groundwater treatment plants, water resources, and over 27,000 acres of watershed land, the planning work performed at RWA is varied and complex.


    Planning work is comprehensive with initial need identification, preliminary scoping, long-term scheduling in our 20-year plan, project initiation, design, bid, construction, and service; working at the RWA exposes you to the complete life cycle of the water system, from source to tap.

    What you'll be doing:

    Performs a variety of professional level engineering work involving both office and field activities with limited supervision.

    Applies diversified knowledge of engineering principles and practices to variety of assignments and related fields. Takes a significant role in long-term capital improvement planning, budgeting, and long-range design and forecasting studies. Participates in the development and management of the asset management program. Makes limited decisions independently regarding engineering complexities and methods.

    Requires use of advanced techniques and modification and extension of theories, precepts, and practices.

    Responsibilities

    :


    Solves engineering-related problems; provide water resource, water quality, distribution system, and water treatment capital and maintenance planning as necessary for the efficient utilization of the RWA's resources.

    Implements and leads the Business Case Evaluation process.

    Performs Business Case Evaluations for capital projects and programs in support of Asset Management practices. Assists and leads project managers in evaluations.


    Assists in and performs the development and implementation of policies and procedures pursuant to short and long term facilities master planning, business continuity, and disaster recovery.


    Manages the planning, budgeting, design, permitting and construction of facilities, treatment, distribution or other capital improvement and maintenance projects as necessary.

    Performs and oversees hydraulic modeling and GIS analysis.


    Conducts applied research and oversees hydraulic modeling analysis; write technical reports identifying system deficiencies and recommended solutions; conduct investigations, analyses, and evaluations.

    Works closely with Operations and Engineering staff.


    Researches and develops methodologies for the control of non-revenue water related to real and apparent losses by implementing best practices in leak detection and data accuracy.

    Performs monthly calculations and reporting.

    Works closely with Planning and utility staff in the development and management of the companywide Asset Management Program.

    Develops and implements metrics and benchmarks to measure best management practices performance in asset management activities.

    Enforces contract provisions and RWA policies related to workplace safety.

    Develops and monitors project budgets to ensure project delivery within budget.

    Assists with and performs the application and execution of the

    Connecticut Department of Public Health's (CTDPH)


    Drinking Water State Revolving Fund (DWSRF) program, including project selection and eligibility, technical and financial submissions, and coordination of on-site inspections and reviews with CT Department of Public Health.

    Provides a resource to other utility staff to guide them in program participation and requirements.

    Leads design alternatives and preliminary design phases for major reconstruction or new facilities as determined by long-range planning.

    Assists in the design of water facilities, e.g., treatment plants, wells, pump stations, water storage tanks, pressure reducing facilities.

    Participates in the budgeting process, including assisting in the development and administration of O&M and Capital Improvement project budgets.

    Prepares monthly, quarterly, and annual reports as necessary to communicate project/program and financial status.

    Perform special assignments for the Planning & New Services Manager and Director of Engineering.

    Other duties as necessary to accomplish the strategic initiatives, mission, vision and values of our organization.

    Qualifications:

    Education:

    Bachelor's degree in civil or environmental Engineering or related field.

    Engineer-In-Training, Professional Engineer's License preferred.

    PMP, ANSI/AWWA Utility Risk & Resilience, and/or Asset Management Certificates beneficial.

    Experience/Skills/Abilities:

    Five or more years of experience in utility or consulting engineering, or other acceptable experience.

    Excellent technical, communication, interpersonal, and organizational skills.

    Ability to manage multiple tasks and priorities.

    Ability to analyze problems, assesses alternatives, and identify solutions.

    Experience with hydraulic modeling (InfoWater preferred).

    Computer Skills including Microsoft Outlook, Word, Excel, PowerPoint, GIS, CMMS (Infor EAM preferred).

    Experience/knowledge of the CTDPH's DWSRF requirements preferred.

    Knowledge of asset management practices and implementation.
