MINIMUM QUALIFICATIONS:


NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (
NY HELPS).


At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a
NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE

MINIMUM QUALIFICATIONS:


  • Four years of professional level administrative or educational experience in a college, university, education agency, or professional association; professional level administrative or educational experience in an agency or organization having oversight, regulatory, or coordinative responsibility for higher or professional education; or professional, administrative, or education experience in credentialing or discipline of professional licensed under Title 8 of the New York State Education Law; AND
  • Two years of this experience must have been related to the regulation of professionals licensed under Title 8 of the New York State Education Law in such areas as training, testing or supervising professionals; or to the development, review, evaluation or offering of professional education programs.
COMPETITIVE

MINIMUM QUALIFICATIONS:


  • Four years of professional level administrative or educational experience in a college, university, education agency, or professional association; professional level administrative or educational experience in an agency or organization having oversight, regulatory, or coordinative responsibility for higher or professional education; or professional, administrative, or education experience in credentialing or discipline of professional licensed under Title 8 of the New York State Education Law; AND
  • Two years of this experience must have been related to the regulation of professionals licensed under Title 8 of the New York State Education Law in such areas as training, testing or supervising professionals; or to the development, review, evaluation or offering of professional education programs.

Duties Description

  • Develop and revise regulations and guidance materials;
  • Assist in developing new legislation and regulations; review and comment on proposed legislation, regulations and other documents that affect the practice of the professions;
  • Provide technical assistance on matters related to the license, practice and disciplinary responsibilities of assigned professions;
  • Review complaints and questions about ethical or acceptable practices by members of a professional association, holders of a specialty credential, or similar disciplinary activity;
  • Reviews complaints and questions about professional conduct by licensed professionals;
  • Analyze petitions to the Committee on the Professions for a waiver of certain requirements for licensure and prepare memos recommending approval for the Executive Secretary's signature;
  • Assist in the management of the State Board;
  • Supervises subordinate staff, and
  • Perform other duties as assigned.

Additional Comments

CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments.

In May 2024, if a temporary
NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

This position leads to a maximum salary of $121,360 based on annual performance advances.
