    Description

    Essential Duties and Responsibilities

  • Exhibit in-depth knowledge of the five phases of emergency management to include mitigation, prevention, preparedness, response, and recovery
  • Prepare and deliver detailed presentations to a variety of audiences
  • Coordinate NIMS compliance and facilitate NIMS training, drill, and exercise programs
  • Develop and maintain the district all-hazards emergency operations and continuity of operations plan consistent with local, state, and federal requirements and best practices
  • Provide guidance and support to facility managers and appointed teams/committees in preparing individual safety and all-hazards emergency operations plans
  • Ensure development of Incident Action Plans and After Action Reports for all major planned or unplanned events
  • Complete school safety audits as prescribed by law
  • Administer the development and implementation of emergency management goals, objectives and practices
  • Design, conduct and assist in directing campus, department and district emergency drills and exercises as required
  • Maintain records and submit reports as required by the Texas Safety Center and Texas Education Agency
  • Ensure the establishment and maintenance of an Emergency Operations Center (EOC), including operational readiness of weather monitoring, Web EOC, radio, telephone, and computer access
  • Assist with emergency management activities on a 24 hour basis as required
  • Ensure that an up to date survey of existing personnel including their contact information, equipment, supplies, reference material, and services that could be used during the response to and recovery from an emergency is maintained
  • Perform other reporting, record keeping, administrative and related work as assigned, such as annual employee performance appraisals
  • Assist in developing, preparing and revising mutual aid agreements and memorandums of understanding as appropriate
  • Participate in local, regional and state emergency preparedness meetings, training programs, drills, and exercises
  • Assist in maintaining collaborative liaison with local, state and federal authorities, entities of the public and private sector having emergency response functions and support capabilities
  • Act as disaster recovery point of contact with FEMA
  • Act as grant administrator as assigned, responsible for grant applications, communications with grantor, adherence to grant conditions, and status reporting when applicable
  • Respond to natural and man-made disasters such as hurricane, tornado, fire, etc. (where District personnel are required)
  • Establish and deliver training programs for new and existing staff to address pertinent issues related to safety, security, and emergency management
  • Supervisory Responsibilities
  • Assist in the process of recruiting, screening, interviewing, and hiring of assigned staff
  • Initiate personnel actions including documentation and termination under the guidance of Human Resources
  • Conduct the performance appraisals of assigned staff
  • Address complaints and resolve problems in a timely manner
  • Maintain timesheets and approve overtime
  • Qualifications Qualification Requirements

  • High School diploma or GED
  • Valid Texas Drivers License
  • Completion of Incident Command System (ICS) training (to included ICD 100, 200, 300, 400, 700, & 800) within 1 year of date of hire
  • Minimum of 3 years Full time experience in emergency management, school safety and security or experience as a full time fire marshal, fire service or law enforcement officer
  • Organizational, communication, management and interpersonal skills are required to achieve the goals of the position
  • Demonstrated knowledge of acceptable supervisory practices
  • Skill in interpreting law, policy, and procedure
  • Skill in establishing and maintaining effective working and public relationships with all levels of District staff and with collaborative emergency management partners in the community and other districts
  • Skill in plan and incident action plan development
  • Skill to effectively communicate, both orally and in writing
  • Skill in working in collaborative team based environment
  • Ability to identify and implement best practices in school-based emergency management
  • Ability to maintain accurate records and documentation
  • Ability to maintain adequate attendance
  • Physical Requirements/Working Conditions

    The position requires occasional walking, standing, sitting, bending, stooping, kneeling, crouching, crawling, and lifting/carrying work related items weighing less than 40 pounds, such as books, papers and presentation materials. The employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Attendance at conferences and professional development is required. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.

  • Maintain emotional control under stress. Work exposes employee to dangerous, hazardous, and potentially life-threatening situations, including natural and man made disasters. Knowledge of all appropriate precautions, procedures and techniques is an absolute requirement. This position may involve rare exposure to blood or body fluids. Work may be performed both indoors and outdoors in varying climate and weather conditions. Equipment used will include, but not be limited to, a motor vehicle, various safety equipment, information technology systems and a two way radio. Must be able to push, pull, lift, and/or carry at least 20 lbs. Regular attendance is required for this position. Ability to be on call 24/7.
