    Duties
    • You will evaluate architect-engineer (A/E) project resources, work methods, processes, and staffing to initiate actions that will reduce cost or increase productivity.
    • You will develop project budgets to secure funds for proposed multi-year, multi-billion dollar facilities projects.
    • You will manage design and construction projects to ensure the structure, systems, functions, and performance adhere to pre-established standards and requirements.
    • You will evaluate contractor proposals to determine if they meet the government's architectural and engineering legal requirements.
    • You will evaluate engineering and architectural designs, drawings, specifications, and supporting documents to determine feasibility, compatibility with other work, and effectiveness in meeting requirements.
    • You will compose technical correspondence to communicate engineering and architectural designs, plans, and objectives to higher level management, technical experts, and staff.

      • You will be required to maintain a current registration as a Professional Engineer (PE) or Registered Architect (RA) license.
      • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
      • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

        Qualifications

        This position has a Selective Placement Factor (SPF) which is current registration as a Professional Engineer (PE) or Architect (RA) from any State, the District of Columbia, Puerto Rico, or Guam. If you meet this requirement, you must provide a copy of your current registration with your application.

        In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Assisting technical staff by initiating and promulgating technical programs and procedures to support the execution of shore facility design and construction projects; 2) Providing expert technical and professional design and construction program management assistance to senior management and engineers/architects within the agency; 3) Working closely with project leaders and forecast staff on workload projections through all phases of design, pre-award and construction; and 4) Demonstrating the ability to gather, organize, track and present project execution data in support of staff workload management and overall project schedule adherence.

        Education

        Applicants for the 0801, Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

        Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

        Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.         OR
        Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
        OR
        Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

        Applicants for the 0808, Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

        Successful completion of a bachelor's or higher degree in architecture.
        OR
        Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
        OR
        Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities
        OR
        you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
