    Description

    Senior Project Manager

    This position supports the Chief Technology Office (CTO) of a Tech Trend US government client. The CTO Senior Project Manager (SPM) works with a range of stakeholders in a dynamic environment to advance the goals and objectives of a multi-year IT Strategic Plan and Technical Roadmap. Working in a highly collaborative manner, the CTO SPM provides coordination across multiple stages of the Agency IT solution lifecycle from conceptualization through service delivery and operations that have large scale impacts on the government agency. The position supports oversight of project planning and implementation from inception to completion including budgeting, hiring team members, sourcing suppliers, and project release. Responsibilities include, but are not limited to the following:

    Responsibilities

    Manage CTO deliverables with a focus on modernizing a high-profile public-facing applications portfolio essential to field operations

    Support a collaborative and coordinated ecosystem of other PMs, the government customers, vendors, suppliers, and CTO leadership to ensure alignment of objectives and expectations to enable project success

    Coordinate with other cross-functional CIO departments to ensure customers requests and deliverables are developed within regulatory, statutory, and budgetary constraints of the Agency

    Support agile development activities through daily collaboration with business, enterprise, application, security, and infrastructure architects

    Coordinate and provide quality assurance guidance for the technical efforts of the project teams around timelines, status and release

    Make recommendations on software, hardware, hosting services, and communications to support the product vision along with present and future cross-functional requirements and interfaces based on solution and program increment roadmaps

    Identify options to solve business problems and develop path analyses to compare alternatives based on stakeholder criteria

    Develop individual project plans of action; aligning and identifying resources and budgetary needs Manage a small team of IT professionals using a defined framework of project management principles and data metrics to provide project reporting and deliverables to the customer

    Host weekly meetings with project teams and managers to provide customer feedback, cultivate cross-team visibility of project progress, and to share insights and guidance that encourage team member cohesion and professional development

    Monitor and maintain project progress and mitigate risks through a continuous improvement process

    Experience

    Minimum of 10 years of information technology project supervisory experience

    Three years of experience with large-scale technical projects; modernization efforts involving enterprise applications is preferred

    Demonstrated ability to regularly communicate and digest complex issues and processes with senior leadership

    Proven ability to manage teams that provide technical recommendations and solution architecture services

    Excellent communication skills with the ability to work across multi-functional teams and businesses regarding enterprise solutions and software and hardware products

    Demonstrated understanding of technical issues pertaining to enterprise scalability, economies of scale, and their impacts on Total Costs of Ownership (TCO)

    Knowledge of software development, cloud, design, and computer tools serving in team lead or project management role

    Knowledge of Agile, Software Development Lifecycle (SDLC), Low Code Development Platforms (LCDPs), and Commercial Off the Shelf (COTS) solutions is preferred

    Certifications

    Project Management Professional (PMP), PMI

    Master Project Manager (MPM)

    Additional Qualifications, Skills & Experience

    Education: Bachelors degree in a technical discipline preferred; Computer Science and/or aligned information technology

    Synthesize and facilitate work from Solution Architect team members and customers to drive consensus among key stakeholders

    Cloud computing and artificial intelligence knowledge or similar Information Technology experience is a plus

    Use standard office tools (e.g. PowerPoint, Visio, Words, Excel, etc.) to produce visually appealing and concise documents and diagrams for leadership

    Candidate must conduct himself/?herself in a professional manner

    Excellent communication, analytical and technical writing skills are required?

    Be able to multi-task and support multiple projects simultaneously

    Self-starter who can work both collaboratively and independently and meet deadlines. Willingness to deliver continuous value to the client

    Clearance

    U.S. Citizenship is preferred but green card holder is acceptable

    Must be willing to undergo a Public Trust background investigation

    Work Location

    Remote work allowed; preferred candidate is local to Washington, DC metro area

    Candidates outside of the Washington, DC metro area will be considered on a case-by-case basis
