Core Duties:


  • Provide program and project management leadership and services in support of the goal and objective of the contract
  • Oversee and manage compliance activities of program and project management teams, daily operations, client/customer relationships, has responsibility for the quality of deliverables, and develops, monitors, and reports on project objectives, budget, and schedule status and performance
  • Responsible for the technical, contractual, administrative, and financial aspects of the project(s) as assigned by the Federal Task Lead
  • Identify, propose resolutions, and resolve project management issues in collaboration with applicable federal staff
  • Responsible for managing one or more projects, and successfully implementing project(s) and associated services, in accordance with the task order, federal laws, regulations, and procedures
  • Perform the initiation, planning, execution, monitoring, and closeout of projects
  • Perform requirements gathering and business analysis of requested projects
  • Develop and document project plans, including a phased approach when necessary
  • Create and/or update all requested project documentation
  • Perform processbased management of projects and implementation oversight, including activity planning and sequencing, time estimation, and scheduling
  • Maintain development and sustaining engineering schedules using project tracking tools approved by the Government for all project work
  • Develop, coordinate, and submit for government approval all requested project documentation, including the creation and maintenance of project management artifacts throughout the project lifecycle, (i.e., project charters, cost assessments, cost benefit analysis, needs assessments, risk analysis registers, stakeholder registers, implementation plans, strategic plans, and project timeline diagrams)
  • Schedule, coordinate, attend, and/or conduct project meetings and other communication needed
  • Manage project tracking utilizing industry standard tools and approved by the COR
  • Project management services including but not limited to:
  • Projects within Information Resources Management (IRM), which utilizes the Agile methodology for implementation and formal project tracking and project management tools and processes
  • Projects outside of information technology commercial off the shelf (COTS) products as well to support the Government's mission

Job Requirements:


  • Must have at least 10 years of experience in project management
  • Project Management Professional (PMP) certification required
  • Indepth knowledge of and experience with IT Project Management processes including, but not limited to, industry standard Project Management principles and practices such as those defined by the Project Management Institute (PMI) in the Project Management Body of Knowledge (PMBOK)
  • Handson technical experience providing program management services and support to public sector organizations
  • Strong collaboration knowledge and skills required to be successful to support a project workforce that can be virtual and distributed
  • Demonstrated knowledge and experience with Federal Enterprise Architecture (FEA), CPIC, SDLC, IT Security Management, and Risk Management
  • Knowledge of and experience with federal IT Investment laws, regulations, and process including, but not limited to FITARA, the Clinger-Cohen Act of 1996, Title III of the E-Government Act of 2002, and FISMA. Familiarity with the federal laws, regulations, and circulars as required
  • Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments
  • Knowledge of OMB reporting requirements and adapting internal reporting to align with applicable external
  • Excellent verbal and written communication skills and leadership skills
  • Knowledge and experience utilizing tools/methods to bring Human Centered Design into practice (e.g., Journey Mapping, Affinity Mapping, Storyboarding, etc.)
  • Required to pass a Moderate Background Investigation (MBI) prior to starting work
  • Must have the authorization to work in the United States as defined by the Immigration Reform Act of 1986
