Duties
Environmental Project Manager positions : Leads, plans, directs, and coordinates complex National Environmental Policy Act (NEPA) reviews for new and existing nuclear reactor and nuclear fuel cycle facilities and supports other projects as requested. Uses project management and technical and regulatory knowledge and experience for preparation, internal review, public involvement and outreach, and overseeing the review process of environmental evaluations. Ensures projects comply with the National Historic Preservation Act, Endangered Species Act, and other environmental laws and policies that factor into the NEPA analysis. Adheres to NRC rules, regulations, and procedures and NRC office management directives and office instructions in carrying out assigned duties. Develops and maintains positive and effective working relationships (orally and in writing) with internal stakeholders, the public, key stakeholders, agencies, and tribes. Plans, coordinates, and represents the agency in public outreach activities and meetings. Prepares and manages contracts for NEPA-related work, and develops contract specifications, including scope of work and government cost estimates for projects.
Ensures that NRC's strategic objectives of protecting public health and safety and the environment; promoting national security; and providing for regulatory actions that are effective, efficient, and open; are considered in all efforts. Serves as an expert for the NRC Environmental Center of Expertise's (ECOE) procedures, protocol, and policy; and advises and mentors project managers and other technical staff on process improvement and technical resolution of issues.
Develops and maintains schedules and monitors work resources for environmental NEPA reviews to ensure that all necessary actions are completed on time and in accordance with office goals, objectives, and guidance documents. Identifies need for, requests, and monitors technical contractor support. Briefs management regarding budget, resources, scheduling progress and potential process improvements.
Manages acceptance reviews, screens licensee submittals for technical adequacy, assigns priority, enters tracking information in databases, and plans and schedules work activities based on Office goals. Develops and maintains review schedules for assigned projects by coordinating with other assigned NRC technical review personnel, contractors, and applicant/licensee. Advises management on appropriate distribution of work among assigned staff and support contracts. Coordinates and monitors assignments of NRC technical review personnel through supervisors and technical assistance contractors and keeps the status of the projects up to date in the appropriate databases. Ensures that actions are completed on time in accordance with agency goals and objectives. Instructs staff and contractors on specific tasks and job requirements, procedures, and techniques. Monitors progress of work, tracks resource expenditures, prepares, reviews and concurs on written products to assure technical accuracy and consistency with existing policies and procedures. Reports progress and results to management.
Environmental Scientist positions (including Civil Engineer, Environmental Engineer, Nuclear Engineer Hydrologist, Meteorologist, Geologist, Biologist, and Archeologist) :
As an Environmental Scientist, provides technical, programmatic, and project support for NEPA reviews on a variety of projects for the ECOE. Serves as an Environmental Scientist assessing environmental impacts of operations by commercial nuclear power facilities, non-power production or utilization facilities (NPUFs), new and advanced reactor designs, as well as for other facilities regulated by the NRC, such as fuel cycle facilities. Reviews will typically support agency licensing activities involving facility construction, operation and/or decommissioning.
Leads technical impact analyses of site-specific and generic environmental NEPA issues during environmental reviews and rulemaking, contributes to the development of NRC environmental review guidance, instructions, and technical criteria for use by staff, contractors, and applicants.
Serves as a senior technical review specialist primary responsibility for assessing the environmental effects and impact significance of proposed actions at nuclear facilities. Reviews and evaluates applicant's environmental reports (ERs) to determine whether sufficient information has been provided that would aid in evaluating the environmental impact of the proposed action. This includes analyzing the quality and sufficiency of data submitted by the applicant or licensee. A senior technical specialist also reviews EAs and EISs prepared to evaluate the environmental impacts of the proposed action.
