    MINIMUM QUALIFICATIONS:
    A baccalaureate degree plus three years of experience in information technology, program management, project management or business analysis.

    SUBSTITUTIONS:

    • An associate's degree in information technology will substitute for the baccalaureate degree.
    • Two years of experience or training in information technology will substitute for the baccalaureate degree.

    Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.

    90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree.

    A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree.

    • Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

    • A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysiscomputer science, electrical engineering, information systems and decision sciences, computer engineering, mathematics, telecommunications, or computer information systems will substitute for up to one year of required experience.
    • A master's degree will substitute for up to one year of required experience.

    NOTE:
    Multiple specialized degrees and/or master's degrees will substitute for a maximum of one year of required experience.

    FUNCTION OF WORK :
    To serve as a program manager for statewide information technology projects, products and/or portfolios.

    LEVEL OF WORK :
    Experienced.

    SUPERVISION RECEIVED :
    Direct from a higher-level IT Statewide professional with assigned supervisory responsibilities. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.

    SUPERVISION EXERCISED :
    May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.

    JOB DISTINCTIONS :


    Differs from other IT Statewide jobs by the presence of leading in the application of project and portfolio management methodologies for moderately complex information technology projects, products and/or portfolios.

    Differs from IT Statewide Program Manager 2 by the absence of leading in the application of project and portfolio management methodologies for complex information technology projects, products and/or portfolios.

    The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments.

    The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.


    Incumbent of this position reports to the IT Statewide Manager 3 for the Service and Event Management unit in the Incident and Operations Management section of End User Computing.

    This position leads the Service Manager team and is responsible for the administration, development, and day-to-day operations and support of the complex IT Service Manager and Asset Manager Systems and applications for the OTS Enterprise.


    35% Responsible for managing the Service Manager and Asset Manager systems for operational and support activities including the administration and configuration tasks for these systems.

    Defines and implements system configuration, workflows, and new modules or changes. Interacts with vendors to deploy system updates and new releases. Provides support and interacts with stakeholders and service owners. Develops user and technical training documentation for system usage. Develops and publishes system reports and dashboards for performance management and metrics across OTS.


    35% Responsible for the oversight of the development and buildout of the OTS Service Catalog and the ongoing support required including change management.

    Responsible for assigning duties and coordinating the work associated with these highly complex project initiatives.

    May conducts meetings with key stakeholders and service owners for the purposes of understanding the business processes; then work with the developers and analysts to design service requests with workflows.

    Responsible for ensuring every new development includes appropriate documentation, testing, quality control, and usage reporting once in production.


    15% Directs the hiring, orientation, and training plan for team members as well as monitors the productivity and efficiency of the teams.

    Manages training of staff to keep them current on new technical procedures, skills and certifications. Participates in emergency preparedness planning and response activities for all in-scope agencies statewide. Assists with coordinating the emergency On-Call support during disasters or other office closures.


    10% Attends classes, seminars, webinars and professional conferences to maintain or improve knowledge and skills while also staying abreast of industry best practices for current and future technologies.

    Researches, reviews and evaluates technologies, processes and approaches to identify opportunities to enhance existing systems and operations. Evaluates employee performance as prescribed by the State. May serve as a backup for the Manager of the unit.

    5% Performs all other tasks, special projects, analysis, studies, and plans as directed.
