    This position is part of the U.S. African Development Foundation and will serve as the Monitoring, Evaluation, and Impact Officer.

    The incumbent reports directly to the Financial Director & CFO, supporting USADF's Evidence Act requirement implementation centered around monitoring, evaluation, learning, and capacity assessment.

    The incumbent designs, develops, and evaluates the Agency's program impact and performance indicators.

    Duties


    • Lead and establish performance measures, collects, analyzes performance and impact information, plan and manage evaluations.
    • Assist the senior leadership in using the performance information for decision-making and resource allocation.
    • Provide technical assistance in general program monitoring and evaluation.
    • Utilize a Web-based management information system and develop indicators for monitoring U.S. African Development Foundation (USADF) performance.
    • Develop and maintain the USADF Performance Management Plan and project-level monitoring and evaluation plans.
    • Support project design, produce annual reports on USADF performance and support USADF to learn from and make decisions based on monitoring and evaluation data.

    Qualifications


    At the GS-14 level you must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service.

    Specialized experience includes demonstrated experience with leading and managing the technical work related to performance monitoring and conducting evaluability assessment and evaluation synthesis; leading and overseeing the review of project-level Monitoring and Evaluation (M&E) plans and work to ensure the quality and utility of performance monitoring data; leading the creation of the agency Performance Monitoring Plan, including assessing the validity of the information and indicators that contribute to that plan; and utilizing performance information and designing reporting tools.

    Telework Suitability:


    The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
