    About the Position

    Dexis is seeking a mid-level Monitoring and Evaluation Specialist (MES) to provide monitoring and evaluation (M&E) technical and advisory support for project(s) to be awarded by the Departments of State (DOS) and Labor (DOL). The MES will provide technical support to the wider M&E team on contract deliverables including design and development of M&E products; indicator monitoring; project evaluations; country assessments; and learning agendas. They will work with relevant stakeholders, project team(s), and the wider Dexis home office team.

    Responsibilities

    This position will be responsible for supporting the development of M&E products, supporting reporting cycles, and data collection and analysis. The MES will need to be able to quickly develop subject matter expertise in DOS and DOL programmatic areas as well as any country context. They will collect, review, clean, analyze, and visualize data; design and conduct trainings; and produce analysis and reports of findings to relevant stakeholders. Working independently, they will also lead the design of evaluations, and manage day-to-day aspects of their research assignment, working directly with key client stakeholders to lead that engagement.

    In addition to augmenting the work of the M&E Teams, this position will be responsible for maintaining relationships and staying up to date on project-related issues and programming. They will work in conjunction with other members of the Dexis home office team, project team, DOS and DOL clients, and other project stakeholders to ensure that the design of M&E products is consistent with the Foundations for Evidence-Based Decision-making Act (Evidence Act), the Foreign Assistance Transparency and Accountability Act (FATAA), and DOS and DOL evaluation policies and definitions.

    The MES may be asked to assist in developing and maintaining a Learning agenda and M&E Findings/ Recommendations Tracker; a Monitoring and Results Framework; and quarterly and monthly monitoring reports. As assigned, the MES will further conduct program/project evaluations, data collection and analysis, and country assessments.

    This individual may be called on to help with other duties as assigned.

    Qualifications

    Minimum Requirements

    • Master's degree and at least seven (7) years of relevant professional experience.
    • At least three (3) years of professional M&E experience.
    • At least four (4) years of experience in multi-tasking complex projects, requiring interpersonal and customer service, writing, analytic, problem-solving and computer skills.
    • An active security SECRET security clearance or higher.
    • Demonstrated research, analytical and problem-solving capabilities.
    • Demonstrated ability to manage subordinates, including the ability to assign work, monitor progress, and apply supportive course corrections, while creating a positive work environment.
    • Demonstrated ability to work independently, refining research objectives, conducting data collection, developing products, without significant, direct supervision.
    • Aptitude engaging with clients professionally and respectfully.
    • Familiarity with business development processes such as proposal development.
    • Demonstrated proficiency with Microsoft software (e.g. Word, Power Point, Teams, SharePoint), including advanced experience in Microsoft Excel.
    • Demonstrated fluency of English speaking and writing. Experience working with U.S. government agencies, especially with the Department of State and/or Labor.
    • Familiarity with qualitative data analysis, manually or by software such as Atlas.TI, Dedoose, or NVivo.
    • Familiarity with quantitative data analysis using Excel, Power BI, or Tableau.

    Preferred Requirements

    • Doctoral degree in social sciences, research methodology, or another relevant field
    • Experience in the writing and briefing styles of the Department of State and/or Department of Labor.
    • Experience conducting business development, including capture research, prospective client and partner engagement, proposal development, proposal reviews, and submission.
    • Familiarity with foreign security assistance programming, including military assistance, counterterrorism, and/or countering violent extremism.
    • Familiarity with domestic labor programming, including career pathways, workforce development, workers' rights, and/or equitable employment for underserved communities.
