    The Human Resources (HR) Associate will support recruitment efforts, such as responding to questions from applicants, monitoring applications in the NEOGOV applicant tracking system, informing applicants who have incomplete applications, sending applications to hiring managers, creating interview schedules in NEOGOV, closing recruitments, and maintaining information in the NEOGOV system.

    A primary focus of this position will be assisting the HR Manager with coordinating the recruitment, selection, onboarding, and orientation of new hires, with other duties as assigned.

    The position will also assist staff with other work in the Human Resources Division, such as screening employment applications, preparing offer letters, data entry, processing employment transactions, file management, compiling information for reports, processing requests for training funds, composing correspondence, and providing information for various projects.

    The HR Associate will interact with the Librarys hiring managers, job applicants and candidates who are invited to interviews. The successful candidate must have excellent interpersonal, organizational and administrative skills. Human Resources experience with coordinating recruitment in NEOGOV or a similar applicant tracking system is preferred.

    The HR Associate will report to the HR Manager. The Human Resources team members work a hybrid schedule, with a combination of in-office and remote, telework days. In-office requirements are subject to change. Accommodations are considered on a case-by-case basis.

    Job Responsibilities/Essential Functions
    • Information Dissemination: Provide friendly, responsive customer service to Library managers, employees, and the public. Respond to basic questions from job applicants in person, by phone and email. Send notifications of application status, schedule interviews by email and/or in NEOGOV, and refer advanced recruitment-related questions to supervisor or HR Generalist. Organize and maintain recruitment files.
    • Administrative Support: Provide task-level support of recruitment and selection processes for the Library Programs and Services Division, and other departments. Assist other HR team members with coordinating the recruitment, selection, onboarding and orientation of various Library positions. Additionally, this position will maintain electronic and physical files, update recruitment tracking spreadsheets, perform data entry.
    • Follow established practices related to new hires, promotions and transfers. Conduct criminal background checks, verify employment eligibility, and send offer letters and first day instructions to new employees. Communicate with HR colleagues, managers, Security and IT staff regarding new employee onboarding and orientation.

      • Education: A high school diploma or a Graduate Equivalency Degree (GED) is required.
      • Experience: At least two (2) years of experience providing administrative and office support to para-professionals and professionals in a collaborative environment that included answering and routing telephone calls, responding to email, maintaining office and electronic files and information, scanning and photocopying materials, general office support, or an equivalent combination of education and experience.
      • Customer service and communication skills: Excellent written, verbal and interpersonal communication skills. Ability to collaborate with others in a team environment. Candidates must be able to effectively respond to inquiries from Library staff and job applicants, specifically the ability to listen to and understand their questions and concerns, assess available options, and respond appropriately.
      • Tact, Diplomacy and Confidentiality: Ability to exercise discretion, tact, and diplomacy in the handling of sensitive and confidential employee information. Ability to maintain strict confidence in performing job duties.
      • Experience using Microsoft Office applications and equipment: Must be proficient in creating and editing documents in MS Word and Excel and using MS Outlook (or a similar email and calendar application). Experience in managing electronic files and using shared documents in an online environment. Experience with running queries in Access and working with basic formulas in Excel is preferred.
      • Familiarity with the City of Seattles NEOGOV applicant tracking system: Previous experience using NEOGOV or a similar online applicant tracking system (ATS) is preferred. Training will be provided.
      • Ability to prioritize and manage daily tasks: Must be organized, efficient, and proactive. The successful candidate must be able to recognize and adjust what work needs to be done in order to support the successful operation of the Human Resources office.
      • Attention to detail Ability to track and accurately maintain a large number of details during the full cycle recruitment process.

      A combination of education, training and/or experience that provides the background required to perform the work of the Human Resources Associate may be considered.
