    This position is located in the Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Office of Grants Management (OGM). The mission of ACF focuses on improving the effectiveness and efficiency of programs designed to make measurable improvements in the economic and social well-being of children and families.

    Duties

    ABOUT THE POSITION

    Provide leadership, policy, executive direction, guidance and supervision, and coordinates long and short-range planning efforts. Assists in obtaining facts, clarifying issues, and developing recommendations related to various grants management programs. Utilize effective monitoring of systems for critical initiatives and major activities with internal staff and key outside organizations, including those at the Federal and State levels.

    Collaborate with and provide consultation to senior program directors in identifying and recommending changes in grant management operations. Ensures that new grant programs and policy mandates are appropriately implemented in a timely fashion. Provide consultative and advisory services to professional staff in ensuring that the goals outlined in Office of Management and Budget (OMB) Memorandum M-17-22 have been met. Provide leadership and direction in the testing of all new business model programs to ensure the needs of stakeholders are met.

    • This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.
    • Executive qualifications must be approved by OPM before appointment can be effected. If you are selected, you will be responsible for working with an HHS Executive Consultant, or QRB Writer to develop an ECQ narrative for submission to OPM

    Qualifications
    Open to all U.S. Citizens, Federal Competitive Status Candidates, Current SES and SES Reinstatement Eligibles, and SESCDP Graduates. SESCDP graduate candidates may also apply for noncompetitive consideration if applicable.

    As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

    All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show IN YOUR RESUME that you possess the Fundamental Competencies, Five Executive Core Qualifications (ECQs) and Job Specific Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

    Fundamental Competencies:Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.

    Executive Core Qualifications (ECQs):

    1. Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

    2. Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    3. Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    4. Business Acumen: The ability to manage human, financial, and information resources strategically.

    5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    Mandatory Technical Qualifications (MTQs)

    This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role.

    1. Demonstrated experience in leading and managing in a complex multi-billion dollar Grants portfolio. This includes implementing policy, providing execution guidance, establishing metrics, measuring the performance of grantees, mandating program controls and direction, and ensuring compliance with appropriate laws and regulations.

    2. Expert knowledge and ability to lead day-to-day operations of a large, complex organization including experience in interpreting and applying Federal laws, rules and regulations, related to Federal Grants Management.

    3. Demonstrated ability managing cross-cutting, diverse and inclusive teams in a complex operating environment to promote maximum utilization and development of staff. Demonstrated ability to integrate activities across silos, adapt team efforts to changing priorities and feedback, direct and balance complex assignments concurrently, and navigate through transitions.

    IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.How You Will Be Evaluated
