    Brief Description

    Job Summary

    Under limited direction and in compliance with technical, administrative, regulatory, or professional standards and guidelines, administers transit operations to ensure efficient and safe transportation of passengers. Supports the development, implementation, and continuous improvement of Safety Management System (SMS) processes and activities. Ensures compliance with municipal, state, and federal regulations regarding transit and fleet operations. Coordinates dispatch activities, communication within operations, and assignment of operators to obtain optimum use of facilities, equipment, and personnel. Evaluates services and programs to ensure the highest level of both service and efficiency. Ensures accurate recording of transit and paratransit ridership data, including verification of missed trips, schedule adherence, fare collection, and employee performance. Assists in resolving client and community concerns related to safe and efficient public transportation. Attends all Greenville Transit Authority (GTA) Board and other management meetings. Runs operations meetings. Utilizes facility and vehicle camera operational systems for accident, incident, employee injury, customer complaint, criminal, or other investigations. As directed, represents the GTA Board of Directors to transit stakeholders, as well as to applicable federal, state, and local government agencies. Operates transit bus as needed. Establishes and promotes a safe, accident free, and healthy work environment. Serves as a subject matter expert on the Accident Review Committee and Greenlink's Safety Committee as required. Assists in providing information relative to operations during audits (i.e., Federal Transit Administration (FTA) triennial review, National Transit Database (NTD) annual reporting, etc.). Collects and analyzes performance data to prepare a variety of reports regarding productivity, current projections, and customer service. Runs reports and provide data for monthly Key Performance Indicators (KPIs).

    • Manage Transit Operations: Direct and manage fixed route, paratransit, trolley, and related operations. Develop and update departmental policies, including the Greenlink Operations Handbook and Standard Operating Procedures. Monitor direct reports for compliance with SMS processes and activities including hazard management practices. Ensure proper vehicle operation, customer service, and proper service performance of duties for frontline operations employees. Conduct and monitor road supervision to ensure compliance with safe operating procedures and state or federal regulations. Through subordinate supervisors, ensure annual on-board ride-along evaluations of all Bus Operators. Recommend route or schedule changes to improve passenger services and increase revenues, as needed. Check the accuracy of route timetables on a quarterly basis and make recommendations for schedule changes to publish via General Transit Feed Specification, printed materials, and the website. Through subordinate supervisors, ensure the inspection of buses for such factors as cleanliness and appearance; take required actions to meet prescribed standards. Through subordinate supervisors, ensure all fares and cash collection and reconciliation meet the standards established by GTA. Prepare and validate the operational portion of any submissions/updates/requests/status inputs to key funding sources. Perform run cutting and schedule bus operators and other employees to meet operational demands directly or through subordinate supervisors. Prepare and issue new schedules to operational personnel. Through subordinate supervisors, monitor bus routes to account for potential detours and roadway changes. Investigate, respond, and resolve customer and community concerns/complaints directly or through subordinate supervisors within five business days; initiate corrective actions designed to improve customer relations and services. Attend monthly GTA Board meetings. Prepare for and attend director and staff meetings. As needed, participate in various partner/client meetings (universities, hospitals, shopping complexes, business owners, clients, etc.). Attend public hearings for any potential operational changes. Ensure Intelligent Transit System (ITS) is operating properly and that all operations personnel are using the system as required. Act as subject matter expert on public transportation operations for internal and external stakeholders. Coordinate with various City departments on matters affecting transit operations and operations employees. Review and coordinate requests for public transit service with internal/external stakeholders. Act as point of contact for external vendors relative to operational activities. Communicate requests for repair, troubleshooting, and product ordering related to products and systems that may affect operations, including, but not limited to, ITS, fare collections systems, scheduling systems, radio communications, uniforms, etc. Operates transit bus as needed.

    • Screen & Recruit Transit Operations Personnel: In coordination with Human Resources, review, and update job descriptions for Transit Operations personnel. Screen applications, schedule interviews with qualified candidates, and interview candidates. Complete reference checks and ensure proper information is collected so that Safety Performance History Requests (SPHRs) can be completed by the City's Human Resources Department. Assist new applicants in coordinating required drug screenings and Department of Transportation (DOT) physicals. Work with the Transit Safety & Training Manager to interview Bus Operator-in-Training applicants and conduct supplemental assessments during the interview process.

    • Supervise Assigned Personnel: Supervise assigned personnel including setting performance expectations and standards and prioritizing and assigning work. Cultivate a healthy and positive work environment through employee engagement programs (such as employee lunches, social event, birthday celebrations, etc.). Write and conduct performance evaluations. Coordinate with and provide support to the Safety & Training division to ensure ongoing staff development and training is conducted in a timely manner for optimal staff performance. Ensure staff compliance with all applicable laws and regulations, City and department policies and procedures, and standards of quality and safety, consulting with other internal or external subject matter experts as needed. Coach, mentor, and counsel employees and, as appropriate, provide discipline consistent with Human Resources policies. Provide guidance to subordinate supervisors regarding employee conflicts, discipline, and coaching. Maintain a safe work environment and report any workplace accidents in a timely manner. Review and approve timesheets by comparing against trip sheets for accuracy. Coordinate with subordinate supervisors to correct identified errors as needed for accurate payroll processing. Approve leave requests and authorize work hours and overtime, as needed, to ensure operational coverage. Coordinate with applicable personnel to ensure random drug testing and medical card re-certifications are completed, as required.

    • Prepare and Present Administrative Reports: Represent the department at meetings or related appointments, as required. Prepare written materials, correspondence, notices, and reports. Provide operational statistics, working with the Information Specialists, Paratransit Supervisor, Transit Programs & Facilities Administrator, Fleet Manager, and Director for the NTD Report. Oversee and maintain all documentation required by federal, state, and local reporting requirements related to overall ridership, Americans with Disabilities Act (ADA) usage, ridership, revenue, etc. Collect and research information and data to prepare reports and recommendations. Prepare and ensure the submittal of monthly reports (e.g., On-Time Performance Report, Headway Report, Hiring Report, GFI Accuracy, Missed Trips, Schedule Adherence, and Summary Report). Provide data for monthly Key Performance Indicators (KPIs). Compile and submit quarterly and annual reports, being prepared to address questions from the GTA Board of Directors. Prepare special analysis as directed. Coordinate and develop requests for proposals (RFPs) for operations technology equipment, review, and score proposals, and select vendors. Interpret, and implement financial aspects of contractual agreements. Monitor and track contracts to ensure that all services provided are of the highest quality and consistent with terms of contract. Coordinate effective resolution of vendor issues. Approve Field Purchase Orders and Requisitions in purchasing software. Ensure invoices are charged to the correct division. Act as purchasing agent for Greenlink. Prioritize the allocation of financial resources to hazard management and mitigation activities.

    Qualifications

    Job Requirements
    • Bachelor's degree in public administration, transportation planning, logistics, business, or a related field that provides the skills and abilities to meet the requirements of the position.
    • Over four (4) years of progressively responsible experience in transportation, logistics, or operations management field to include previous supervisory experience.
    • Must have or obtain Effectively Managing Transit Emergencies and SMS Principles for Transit certificate within one (1) year of hire date.
    • Complete Fundamentals of Bus Collision Investigation training within two (2) years of hire date.
    Preferred Qualifications
    • Drug and Alcohol supervisor training.
    Driver's License Requirements
    • Valid South Carolina Class B CDL with air brake provision and passenger endorsement.
    Performance Requirements

    Knowledge of:
    • Federal, state, and local legislation and regulations pertaining to transit service delivery and operations.
    • State and federal requirements for the commercial operation of buses and heavy equipment.
    • The ADA, as it relates to public transit.
    • FTA Public Transportation Agency Safety Plan (PTASP) requirements.
    • All aspects of safety related to transit operations, service planning and coordination, service scheduling including workforce coordination.

    • Workplace and Industrial safety or environmental health and safety requirements including, but not limited to OSHA regulations, FTA safety and security regulations, South Carolina Department of Labor laws, SC Motor Vehicle Laws, DOT Commercial Driver's License Motor Vehicle laws and regulations.
    • Investigation and audit techniques, including fundamentals of bus collision investigation.
    • Principles and practices for comprehensive industrial safety for vehicle maintenance and public transit facilities and transit system safety and security programs including internal audit practices.
    • Hiring & interviewing best practices.
    • Employee performance management and corrective action techniques.
    • South Carolina CDL requirements.
    • Basic knowledge for Federal Medical Certification Requirements for CDL holders.
    • DOT driver qualification file requirements.

    • OSHA regulations for the proper containment, decontamination, and disposal of bodily fluid spills.
    • Proper use of Personal Protective Equipment (PPE) in transportation and industrial environments.

    • Effectively represent Greenlink to outside individuals and agencies.
    • Coordinate with representatives from other departments to perform risk management, employee health and certification, finance, public communication, and planning functions related to transit operations.
    • Coordinate with internal staff to successfully meet federal reporting requirements and audits.
    • Work in a time-sensitive operations environment and to respond quickly and effectively to unanticipated events and emergencies and to provide guidance to subordinates in crisis situations.
    • Anticipate staffing needs and develop employee rosters that maximize available resources while minimizing overtime costs.
    • Provide supervision, leadership, training, and work direction for assigned staff.
    • Build relationships with workforce development organizations to ensure a pipeline of candidates for staffing needs.
    • In coordination with the Safety & Training Manager, assist in the development of safety and security solutions to help assist with operations and maintenance problems.
    • Independently conduct and document internal investigations into reported staff concerns, safety events, and employee safety performance.
    • Develop and modify standard operating procedures as required.
    • Read, analyze, and interpret general business periodicals, professional and technical journals, financial reports, legal documents and contracts, and governmental regulations.
    • Make mathematical calculations and draw logical conclusions.
    • Write reports, policies, contracts, speeches, formal presentations, and/or technical and legal documents and correspondence.
    • Operate equipment and vehicles including but not limited to Greenlink passenger vehicles, transit bus (CDL) and trolley (CDL).
    • Operate general office equipment to include scanner, printer, copier, telephone, multi-media projector, calculator, and computer with Microsoft Office Suite.
    • Utilize specialized software to include Apollo, Genfare, Seon, and Remix software.

    Working Conditions

    Primary Work Location: Office environment, field, and bus.

    Protective Equipment Required: Close toed shoes, safety vest, safety glasses, and hearing protection.

    Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Daily exposure to extreme temperature. Weekly exposure to wetness and/or humidity. Occasional exposure to mechanical hazards.

    Physical Demands:

    Continuously requires vision, foot controls, and hearing. Frequently requires standing, fine dexterity, walking, lifting, carrying, reaching, handling, climbing, balancing, bending, crouching, twisting, and talking. Occasionally requires sitting, kneeling, crawling, and pushing/pulling. Light strength demands include exerting up to 50 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree.

    Mental Demands:

    Frequently requires time pressures, emergency situations, and working closely with others as part of a team. Occasionally requires frequent change of tasks, performing multiple tasks simultaneously, tedious or exacting work, and noisy/distracting environment.
