The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities.
To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or "the Board") in 1972.
Guided by a vision of "Health and Wellness for the Seventh Generation," NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L , under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington.
Led by our Board of Directors, NPAIHB's mission is to "eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services." We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.
The Clinical Support Services Division Director (Clinical Division Director) leads the Northwest Portland Area Indian Health Board's Clinical Projects Team growing of 35 public health professionals who support research, evaluation, training, technical assistance, and resource development to promote and advance Tribal clinical program health.
The Division Director works closely with Tribal, urban and Indian Health Service (IHS) facilities, Tribal and community-based partners, Tribal communities, state and federal funding agencies, Indian Health Service and other federal agencies, and State Health Departments.
The Clinical Division Director leads a team of change agents whose work is rooted in NPAIHB's values and walks alongside one another on the path of restoring the human spirit through collective action and communal care.
The Clinical Division Director is also tasked with oversight of the P.L HIV & STI funding, as well as federal, state & private funding for the Clinical Support Services Division (including funding managed by Clinical Support Services Project Directors).
The Clinical Division Director ensures deliverables are met and alignment with both NPAIHB's strategic plan and Tribal priorities in division-level grant writing, budgeting, and reporting.
The Clinical Division Director is expected to serve as a Principal Investigator (PI) on clinical research.This position is based at NPAIHB's offices in Portland, Oregon. Local travel and/or overnight travel outside of the area is required approximately 20% of the time. The Clinical Division Director reports to the Deputy Director.
This position may be able to offer some flexibility for the right candidate, such as a flexible worksite location and FTE status.
MD, ANP or PhD in Medicine, Behavioral Health, Public Health, Social Science or related field is required
Minimum of five (5) years' experience practicing in their field
At least five (5) years of professional experience working with Tribes, Tribal Organizations, or Tribal health clinics; direct experience working with Northwest Tribes is a plus
Demonstrated knowledge of the Indian Self-Determination and Education Assistance Act, Indian Health Care Improvement Act, and other relevant Indian health policy and legislation
At least two (2) years' experience in Indian Health Policy advocacy
Experience and orientation toward mentorship
Must have excellent research and analysis skills
Strong technical writing skills and the ability to produce polished writing under a deadline
Must be able to work with minimal supervision, exercise initiative, and make independent decisions and recommendations
Experience in the planning, organization, implementation, and follow-up of public health-related coalitions highly preferred
Experience preparing written reports is required
Must have the ability to make professional oral presentations in settings at the national level, regional level and community level, as well as in Tribal settings
Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs) is required
Must have the ability to complete tasks in a timely and accurate manner
Must have excellent interpersonal skills
Must be sensitive to cross-cultural differences, and able to work effectively within their context
Must demonstrate discretion, tact, knowledge, judgment, and overall ability in working effectively with federal, Tribal, and other professionals and facilitating participation and partnership in the activities of the program
Must be able to travel frequently (approximately 20% of the time)
