    What You'll Do:

    The Adjutant General's Department is looking for an experienced, Business Analyst who:

  • Coordinates, monitors & performs variety of fiscal management & control activities as Springfield Civil Engineer Fiscal Specialist; oversees Civil Engineer (CE), Sustainment, Restoration & Modernization (SRM), Operations & Maintenance (O&M) federal, state, fund budgets (, access required accounting database to maintain account ledgers, verify invoices against purchase orders, ensure all invoices are processed in a timely manner to meet State Prompt Payment Act, verify validity & accuracy of payment vouchers issued by Department of Military, etc.); originates obligations, purchases, expenditures & payments (, coordinates procurement of materials with facilities manager, building maintenance Superintendent, production control &/or supply technician, obtains bids &/or selects vendors using State or Federal contract vendor when applicable, prepares purchase orders insuring proper State of Ohio and Department of Defense format & codes are used, compiles & maintains control log of state purchase orders, etc.); prepares & monitors agreements, contracts & work orders (, coordinate with production control, supply technician & engineering staff to insure all labor, material & contract information is complete, recapitulate the cost of materials used per work order for the O&M & RPS (Real Property Service) agreements and FO (Facility Operations) SRM funding; coordinates with CE work control to track all work order costs; compiles final project costs; monitors accounts payable & receivable, inventory & account allocation planning (, Civil Engineering account obligations, assures all required documentation & approvals are provided prior to obligating funds, notifies Federal Resource Advisor (RA) of account problems, low account balances or issues requiring action, assists in maintaining RA files, validates base accounting documents to verify accuracy of obligations, communicates with RA & Base Comptroller to rectify & correct errors, etc.).
  • Manages Integrated Engineering Management System (IEMS) Program (, enters users into program & assigns permissions, trains users, enters initial fiscal year data to include funding agreement information, federal codes, state codes, federal credit cards collection work orders, beginning balances & wage increases, reports problems to IEMS Helpdesk & makes corrections to program as instructed by IEMS Implementation team, coordinates with Real Property Manager to ensure accuracy of facility information, etc.); operates IEMS to maintain accurate records (, inputs initial requisitions, assigns budget information to approved requisitions, inputs utility meters readings & costs, generate state & federal purchase order & enters receipt of services rendered, enters payments into ledger & modifies purchase amounts, etc.).
  • Prepares, analyzes, maintains &/or oversees preparation & maintenance of variety of fiscal &/or budgetary reports, records, studies &/or correspondence (, reconcile accounts monthly & verify expenditure balances with state & federal comptrollers, track cyclical, seasonal & regular spending rates & trends for future budget planning, annual & historical expenditure & consumption resource analysis, partners with Unit Resource Advisor to prepare annual budget projections, proposals & financial plan, assists with annual budget review, etc.).
  • Performs other duties as assigned (, maintains correspondence & reference files relating to funds accounts, represents Civil Engineer Organization at meetings; travels to attend meetings, conferences, and trainings; operates personal computer to produce correspondence, reports, and other documents, maintains logs, records, and files).

  • Pay Information

    This position is in the State of Ohio's Bargaining Unit Pay Schedule, Pay Range 32. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $27.84 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.

    Qualifications

  • Option1: Completion of 3 yrs. experience in budgeting that included fiscal analysis, management & control (, probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).
  • Option 2: Completion of undergraduate core program in accounting, public finance, public administration or business administration; 12 mos. exp. in budgeting that included fiscal analysis, management & control (, probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).
  • Option 3: Completion of graduate core program in accounting, public finance, public administration or business administration which included coursework in quantitative/statistical analysis (, probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).
  • Option 4: Demonstrate the equivalent of Minimum Class Qualifications for Employment noted above.
