    This job classification has been designated as a cyber security sensitive job classification effective June 26, 2023, in order to comply with United States Department of Justice, Federal Bureau of Investigation, Criminal Justice Information Services (CJIS) Division's Criminal Justice Information Services Security Policy (Version 5.9.2, 12/07/2022), 5.12 Policy Area 12 Personnel Security. The policy requires national fingerprint-based records checks be conducted prior to granting access to criminal justice information for all personnel who have unescorted access to unencrypted Criminal Justice Information (CJI) or unescorted access to physically security locations or controlled areas (during times of CJI processing). Employees in this job classification will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check after receiving a conditional offer of employment. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.

    DEPARTMENTAL INFORMATION

    This position is located in the Training and Recruiting Unit of the Oklahoma City Police Department and will be responsible for all equipment. Supervises the Quartermaster function for the Police Department. Directs staff in the completion of daily tasks. Oversees procurement operations as they pertain to equipment and uniforms. Analyzes past expenditures, expected needs, and future cost projections, develops detailed input for equipment budget development.

    JOB SUMMARY

    This position is located in the Public Safety Support Division of the Police Department within the City of Oklahoma City. The Special Program Coordinator oversees the implementation of City-wide or department program functions and policies, coordinates activities, and plans or implements major programs. This may include serving as an operating program coordinator assigned administrative, staff, or program responsibilities; coordinating, promoting, and improving programs; providing services in the areas of formulating agency policies or operating procedures; and supporting meaningful and respectful connections between the City and the community. This position will provide hands-on and strategic support through stellar communications skills, experience managing projects, outstanding judgment, and the ability to recognize and surface different types of risk. This position will also assist in the administration and coordination of activities within a department, and may represent the City on various boards, committees, and meetings with outside agencies. Essential job functions include: Planning, organizing and/or overseeing a City-wide or departmental program or a major initiative; advising on future resource requirements and priorities for programs and activities; estimating timetables for accomplishing and completing assigned activities; developing policies, rules, and regulations consistent with state and federal laws pertaining to the administration of programs; performing numerous administrative functions including project design; data acquisition by field survey and research; data compilation, analysis, and summarization; and presentation of facts in verbal and written form. Duties also include coaching and bringing creative and effective ideas to the organization; analyzing and implementing various department improvement measures; researching and preparing reports for the department and the City Council; attending meetings and/or representing the City and the department as a participant on or advisor to various boards, commissions, official policymaking bodies, and citizens' groups. In addition, the Special Program Coordinator may also make policy recommendations based on the analysis of current trends and hypotheses of future circumstances. Reports, conclusions, and recommendations may become or be used to establish official City policies or ordinances. This position may provide functional supervision to less experienced employees.

    VETERANS PREFERENCE

    Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference.     DEPARTMENTAL PREFERENCES

    • Experience in Logistics and Supply Chain Management.
    • Knowledge of Law Enforcement equipment and standards.
    • Strong organizational skills.
    • Budget management expertise.
    • Familiarity with inventory management software and other relevant technology tools used in modern supply chain management.

    WORKING CONDITIONS

    • Primarily in-doors in a climate-controlled environment.
    • Outside occasionally; may be exposed to heat, cold, humidity, rain, etc.
    • Occasionally required to work beyond normal working hours.
    • Subject to frequent, local travel.
    • Subject to occasional, out-of-town travel to attend meetings, seminars, etc.

    Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

    PHYSICAL REQUIREMENTS

    • Hearing and speech enough to communicate effectively by telephone or in-person.
    • Near vision enough to read and draft written communications.
    • Mobility enough to continuously move oneself from place to place when conducting field surveys.
    • Far vision enough to accurately determine the condition of various transportation systems, traffic congestion, etc.

    Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.

    If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

    If the position accepted is safety sensitive and/or a driving position, internal and external applicants will be provided a copy of the City of Oklahoma City's Drug and Alcohol Testing Policy prior to being directed for a drug test.

    If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check.
