    GENERAL PURPOSE
    Performs a variety of

    professional executive and managerial


    duties related to planning, directing, organizing, and controlling the administrative and executive processes necessary to carry out the efficient and economic operation of the city.


    SUPERVISION RECEIVED
    Works under the broad policy guidance and direction of the city council and mayor.

    SUPERVISION EXERCISED

    Provides broad policy guidance and direction to department heads related to operations, personnel, fiscal and general management functions of the city.

    Provides general supervision to the Department Heads in the city.

    ESSENTIAL FUNCTIONS

    As chief executive officer directs the planning, delivery, and evaluation of all municipal services and activities through department heads; assumes responsibility for full and effective utilization of city personnel by facilitating overall departmental objectives, priorities, and standards; serves as final hiring authority for all non-exempt and most exempt city positions, makes recommendations for department head appointments to the legislative body.

    Manages the day-to-day operations


    and internal affairs of the city; develops policies, procedures and processes as needed to implement the decisions of the city council; manages the city council agenda; interacts with the city council to discuss/recommend new/modified services and activities to improve the health, safety, quality of life and/or welfare of the city's residents'; performs and directs research on issues, policies, and political developments; advises and apprises the legislative body as needed; approves recommendations for executive and administrative actions; makes recommendations for legislative actions; conducts internal investigations as needed to assure integrity of operations and prevent impropriety.

    Manages or oversees the preparation and administration of the city's budget;

    submits budget and capital improvement programs to the City Council; monitors overall fiscal activity of the city to assure compliance with established budgets; apprises city council regarding ongoing financial status of the city; directs the preparation of periodic

    operational/financial

    reports for city council review and/or approval.
    Directs and evaluates the effectiveness Department heads


    through regular staff meetings and periodic reports; participates in all meetings of the city council and proposes new/modified programs and policies for council review and approval; represents the city with other governmental agencies as directed, and in meetings with professional organizations and local/regional citizen groups.

    Meets with city residents, attorneys, developers, consultants, vendors, and other parities

    to discuss/resolve issues of mutual concern and/or interest;

    facilitates/ensures

    public access to city government and

    planning/development


    efforts/activities; informs/updates the city council regarding all major matters, transactions, developments, and activities relating to the operations, services, and functions of the city.

    Works with city volunteer committees and groups.
    Keeps city emergency operation plan current and National Incident Management System ("NIMS") compliant.
    Exercises general supervision over public property under the jurisdiction of the city.
    Powers and Duties of the City Manager as outlined in city code:

    General Powers And Duties

    The city manager shall:


    Faithfully execute and enforce all applicable laws, ordinances, rules, and regulations, and see that all franchises, leases, permits, contracts, licenses, and privileges granted by the city are observed.

    Carry out the policies and programs established by the city council.

    Organize and direct the management of the executive affairs of the city in a manner consistent with state law and city ordinances.

    Appoint, with the advice and consent of the city council, a qualified person to each of the offices of budget officer, recorder, treasurer, director of finance, engineer, and attorney.

    Create any other office as may be deemed necessary for the good government of the city.

    Regulate and prescribe the powers and duties of all other officers of the city except as provided by law or by ordinance.

    Examine and inspect the books, records and official papers of any office, department, agency, board, or commission of the city and make investigations and require reports from personnel.

    Appoint, subject to the provisions of state law and title and, with the advice and consent of the council, suspend and remove statutory officers and heads of city offices, departments, internal agencies and all appointive officers of city boards and commissions, except those boards and commissions which are established by and/or are advisory to the city council.

    Establish standards, qualifications, criteria, and procedures to govern the appointments, by heads of offices, departments, and agencies or by other authorized officers, of divisional officers, assistants, deputies, and employees within their respective organizational units, subject to any applicable provisions of the personnel rules and regulations and this title.

    Submit to the city council plans and programs relating to the development and needs of the city, and annual and special reports concerning the financial, administrative, and operational activities of city offices, departments, agencies, boards, and commissions, together with his evaluation and recommendations relating to them.

    Attend all meetings of the city council and take part in its discussions and deliberations, but without the right to vote.

    Appoint, with approval by majority vote of the full membership of the city council, an acting city manager to serve in his absence or temporary incapacity, to perform the powers and duties provided for in this part.

    Recommend to the city council the adoption of such measures as he deems necessary or expedient.
    Notify the city council of any emergency existing in any department.
    Coordinate all city departments in the event of manmade or natural emergencies.
    Discharge any other duties specified by statute or ordinance or otherwise imposed by the city council."
    Performs other related duties as required.

    MINIMUM QUALIFICATIONS

    Education and Experience:
    Graduation from college with master's degree public administration, business administration, finance or a closely related field;
    and
    Ten (10) Municipal experience and five (5) years of supervisory experience performing above or related duties.
    or
    An equivalent combination of education and experience.


    Knowledge, Skills, and Abilities:
    Thorough knowledge of

    principles and practices of city

    management/administration,


    including budgeting, finance, human resource management, and program/services evaluation; Utah laws, regulations, and guidelines governing all aspects of municipal operations; management concepts and methods related to team building, empowerment and participative leadership; principles of supervision; training and staff utilization principles; legal and political issues affecting city operations and management; various revenue sources available to local governments including state and federal sources; principles of negotiation and problem solving.

    Considerable knowledge of

    computer technologies affecting the future of city operations and services; grant writing
    Considerable skill


    in the art of diplomacy and cooperative problem solving; leadership and organizational behavior; establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, subordinate staff, and city residents.

    Ability to


    understand and interpret complex laws, rules, regulations, policies, and guidelines; direct the work of others; plan, organize, and direct, through subordinate staff, the efficient, effective delivery of city programs, services and functions; develop operating policies and procedures; analyzing and resolving problems arising regarding city programs, services, and function; establish and maintain effective working relationships with employees, other agencies and the public; communicate effectively, verbally and in writing; implement cooperative problem-solving processes; operate personal computer and various software applications for word processing and spread sheet information; access e-mail and effectively function in a computerized communications environment.


    Special Qualifications:
    Must be bondable.


    Work Environment:
    Incumbent of the position performs in a typical office setting with appropriate climate controls.

    Tasks require a variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, and reaching.

    Continuous talking, hearing, and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity is required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Periodic travel required in normal course of job performance.
