Description
The B61-12 Life Extension Program (LEP) Division, NA-125.1, has an immediate need for a full-time, contractor-staffed, Mid-Level Program Analyst, to assist the B61-12 LEP with a broad range of program and technical support services to support the B61-12 through production.
In this role, the individual will coordinate with the B61-12 Chief Engineer and other technical and project management staff to provide technical oversight, program management, program integration, and risk identification.
Duties include coordination of day-to-day operations across the geographically dispersed M&O contractors, develop and review plans for program integration and execution, and provide technical recommendations for development of guidance in resolving issues related to this weapons system.
The work performed is extensive in scope and requires experienced individuals with demonstrated program/project management, appropriate technical expertise, self-starting, ability to work in a highly dynamic environment, and interface with broad range of federal leadership.
The candidate will utilize expert knowledge of and ability to apply advanced principles, and concepts to support the customer.This is a full-time contractor-support position located on-site at the NNSA offices in Albuquerque, NM.
The Mid-Level Program Analyst, in support of the multiple program and technical support services, of the NNSA inter-agency efforts in the All-Up Round (AUR) and Ultimate User (UU) B61-12 weapon production.
They provide project management and technical support to NNSA and reports on progress, challenges, and issues related to system level production.
Finally, serve as a program liaison with other Defense Programs (DP), NNSA, and Department of Energy (DOE) organizations that support the B61-12 mission.
This is a Mid-Level to Senior Program Analyst/Engineer position assisting with the management and coordination of day-to-day operations across the geographically dispersed M&O contractors and advise on matters pertaining to planning, integrating, and executing procedures and resolving issues involving multiple supporting efforts.
Responsibilities include:
Apply systems engineering principles (such as project assessment and control, risk management, design definition, integration process) to adjust and maintain an integrated program baseline.
Identify, track, and develop strategies to mitigate technical risks related to product and/or system performance objectives.
Support the Federal Engineer(s) in Integrated Product Team (IPT) meetings.
Represent the Federal Program Office in Products Realization Team (PRT) meetings.
Conduct technical review of warhead component designs to meet requirements and component functionality within a system context and provide insight into the appropriateness of progressing to a final design.
Attend and represent the FPO in Project Officer Group and sub-group meetings with the Department of Defense (DoD) and their performing contractors.
Travel is required; currently anticipated to be ~10% per year to various NSE sites.
Required
Experience/Qualifications:
Bachelor's degree (or equivalent) and 8+ years of related experience.
NNSA/DOD Interagency experience.
Excellent written and verbal communication skills with demonstrated experience in writing and editing briefings for senior and executive managers.
System level production, production scheduling experience.
Engineering and Product Realization Teams (PRT) experience and managing interdisciplinary teams.
Program/project management in NNSA, DoD, government or corporate environments .
Knowledge of program and project management/scheduling tools and techniques.
Requires an active DOE Q clearance or
DoD Top Secret Security Clearance
Desired
Experience/Qualifications:
Master's degree preferred.
10+ years of related technical experience in project management and experience managing nuclear weapons system sustainment or acquisition desired.
Broad knowledge of NNSA Nuclear Weapons programs and activities; missions, policies, and objectives; management principles and processes; the joint NNSA/DoD 6.X weapon system acquisition process; and the Defense Programs Business Process System.
Proficiency in understanding requirements flow, interface linkages, and technical risk mitigation strategies associated with program scope to assist in developing an integrated schedule with cost and risk contingency analysis.
Demonstrated ability to provide technical and programmatic assessments, advise the FPO on execution of cost, scope, and schedule for the weapon system acquisition, and to represent, within program guidance, the NNSA's program interests and positions in interactions with other agencies and corporate entities.
Pay Range:
Pay Range $84, $152,750.00
