Minimum Qualifications
Non-Competitive Qualifications for appointment under the NY HELPS Program:
For appointment to an Information Technology Specialist 2, you must have:

  • A bachelor's or higher-level degree in computer science, computer information systems, telecommunications, or management information systems.
  • OR - A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
  • OR - A bachelor's or higher-level degree in any field and at least one year of the experience described below*.
  • OR - A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience described below*.
  • OR - A total of two years of experience as described below*.

Competitive Minimum Qualifications:


You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.


Transfers:


For 52.6 transfer to a(n) Information Technology Specialist 2 (Programming), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Duties Description

  • Confirm system requirements and prototype with stakeholders for the purpose of acquiring sign off.
  • Develop technical specifications to meet business requirements.
  • Assist with business analysts and system users on problem identification and resolution.
  • Communicate with users and coworkers to understand issues, acquire all pertinent information, and determine urgency of request.
  • Review issue and determine appropriate course of action.
  • Compile list of tasks or modifications necessary to resolve issue.
  • Communicate with management and users of expected effort for completing tasks to fix the issue.
  • Make any programming changes necessary to fix the issue.
  • Escalate issues to next level staff or management as necessary.
  • Work with users to determine test scenarios that will provide useful results.
  • Create test scripts based on predetermined test scenarios.
  • Assist users in the execution of test plans and recording of results.
  • Assist in determining what tasks will be required to complete assignments and estimated completion dates.
  • Create project plans to outline all aspects of programming and testing.
  • Communicate and negotiate with business units to set priorities, to provide feedback of the status of tasks being performed, and to confirm scope and relevancy of the remaining work.
  • Inform management and all affected parties about potential or existing issues that may impact schedules and/or deliverables as soon as those issues arise.
  • Adjust priorities to ensure that estimated completion dates are attained and established deadlines are met.
  • Apprise management and other stakeholders of deviations from originally agreed upon priorities, deadlines, or scope in a timely manner.

Knowledge, Skills, and Abilities:

  • Demonstrated experience with Object Oriented Programming (any Language) (3 months to less than 1 year).
  • Demonstrated experience with JavaScript (3 months to less than 1 year).
  • Demonstrated experience with ServiceNow Application Development (3 months to less than 1 year).
  • Demonstrated experience Programming Internet Applications.
  • Demonstrated experience with HTML.
  • Demonstrated experience with SQL/SQL*Plus.
  • Demonstrated experience with Java.
  • Demonstrated critical thinking, problem solving, and analytical skills.
  • Excellent verbal and written communication skills.
  • Ability to work collaboratively in a team environment.

Telecommuting:


The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs.

Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.

After the initial 8 calendar week restriction, if an employee's duties and work performance are aligned with telecommuting they may be allowed to do so.

Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
