    Salary range is $80k to $175k, with a midpoint of $125k.

    New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

    Retirement Plans:

    Paid Time Off:

    Employees at the director level and up accrue additional days.

    We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year.

    GENERAL PURPOSE:
    Under general direction, this position supervises all activities of systems construction management for interrelated contracts of significant complexity within Sound Transit's expanding system; manages the assigned systems construction and consultant and other professional services contracts; responsible for deliverables within the contract scope, schedule and budget; prepares and reports status of project, costs, and schedule; identifies and resolves project issues including those that may impact other areas of work; ensures quality and safety of work; coordinates assigned activities and projects with other entities, disciplines and departments, and provides administrative support as requested


    ESSENTIAL FUNCTIONS:
    The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    Leads, coordinates, schedules, assigns, and inspects the work activities of assigned staff, consultants, and contractors for assigned projects.

    Operating from a central office or construction field office location, makes frequent site visits to observe site conditions, site safety and security, construction activities, and incident response.

    Manages budgets for assigned contracts; monitors cost and cash flow and administers contingency funds; ensures each contract is completed within the scope, schedule, and budget.

    Performs constructability and biddability reviews of plans and specifications, technical memoranda, design/construction plans, and other project related materials for assigned area of responsibility.

    Gains a full understanding of the work and the documents, identifies conflicts, errors, and missing information related to the construction of the project.

    Oversees assembly of construction contract documents; assures that contract documents are clear, complete, comprehensive, and well-coordinated.

    Reviews submittals, requests for information, and field clarifications; and verifies quality control to ensure compliance and accountability with the Contract Documents and all current and applicable local, state and federal codes, laws, rules and regulations, and Agency policies and procedures.

    Ensures appropriate routing and approvals of contractor-submitted materials.

    Responsible for written and verbal contract related communication to assigned staff, consultants, contractors and Agency staff for the assigned projects.

    Reviews the work sequences, interfaces and time durations in schedules to identify potential conflicts, and to ensure that work is efficiently planned and executed.

    Provides suggestions on how to expedite work to meet schedule requirements and tracks schedule delays and reasons for delays.

    Reviews pay applications, change orders, and provisional sum allocations for entitlement, completeness, accuracy, and adherence to contract requirements; works with project staff to issue clarifications on contract documents and ST requirements.

    Manages contract change management including negotiating change order costs; performs or obtains independent cost estimates for changed work; writes change orders and correspondence to contractors.

    Ensures contract compliance to technical plans and specifications; and maintains accurate documentation and files.

    Oversees the contractor and consultant and the implementation of their Quality Plans and ensures that inspections and tests are performed in accordance with all code and specification requirements.

    Ensures compliance with municipal, jurisdictional and their party agreements and maintain relationships with these entities.

    Works with the Resident Engineer (RE) / CMC and contractors to expedite problem solving and avoid delays in the work; attempts to negotiate and resolve sensitive issues at the lowest level.

    Cooperates with construction managers and principal construction managers on interfacing contracts.
    Manages the contract to the requirements and goals specified in the Project Management Plan for each project.
    Reports to and follows direction from executive project leadership.

    Attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable local, state and federal laws, as well as Agency policies and procedures.

    Assists program consultants and contractors in the administration and implementation of projects related to contracts and program phases such as design, permitting, procurement, and construction.

    Assists in the development of the assigned program's/project's annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; ensures that project expenditures and cost estimates are adequately documented and monitored to their completion; reviews and approves expenditures; and implements adjustments.

    Serves as the liaison for Systems Engineering and Integration with other programs, divisions, departments / offices and outside agencies. Negotiates and resolves sensitive and controversial issues to avoid delays in the work.

    Provides support on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

    MINIMUM QUALIFICATIONS:

    Education and Experience:
    Bachelor's degree in Engineering, Construction Management, or closely related field and five years of systems construction management experience that includes integrated transit systems (signaling, traction power, communications and rail vehicles), buildings, underground facilities, contract administration, estimating, negotiations, project and design management, with budgetary and management responsibility in a transit / transportation related environment; OR an equivalent combination of education and experience


    Required Licenses or Certifications:
    Valid state driver's license.

    This role will perform inspections on active construction sites, stations, and facilities, including locations that are not currently served by transit.

    Driving an agency vehicle will be necessary to monitor construction tasks and respond to emergent situations at any time of day, within assigned projects and project corridors.


    Preferred Licenses or Certifications:
    Professional Electrical Engineer Certification issued by the State of Washington.
    Certified Construction Manager issued by the Construction Management Certification Institute.
    Certification as a Project Management Professional by the Project Management Institute.


    Required Knowledge and Skills:

    Advanced principles and technical expertise in the business / industry of project management, electrical or civil engineering and construction management.

    Applying methods and techniques of contract / agreement negotiation and administration of construction and engineering services contracts, and third party agreements.

    Methods and techniques of developing, analyzing and managing complex construction schedules.

    Methods and techniques used in the performance of duties and responsibilities specific to civil engineering, construction management and project management.

    Schedule management including baseline, milestones and critical path management including techniques to work effectively under pressure, meet deadlines and adjust to changing priorities.

    Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations.
    Risk assessment and strategic planning.
    Principles of financial management including expenditure tracking, variance identification, revenue tracking; contract and procurement strategies and management principles.
    Managing governmental budget preparation, auditing, and administration to established guidelines.
    Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
    Preparing and analyzing complex data and comprehensive reports.
    Principles of business letter writing and basic report preparation.

    Overseeing and participating in the management of a comprehensive Civil Engineering and Construction Management Program that includes a series of inter-related projects or functional areas of significant depth and complexity.

    Understanding construction materials, equipment, means and methods, safety, temporary construction structures, and risks in construction associated with materials, equipment and, means and methods.

    Negotiating and administering construction and engineering services contracts, and third party agreements.
    Applying advanced project management and program development techniques and principles.
    Leading and delegating daily tasks, communicating, and providing feedback and work direction to consultants and staff as required.

    Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public; complaint resolution and problem solving techniques.

    Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

    Knowledge and understanding of pertinent federal, state, and local laws, regulations, ordinances and codes as they apply to transit operations.

    Preparing, reviewing, and administering large program budgets.
    Business letter writing and basic report preparation including proper English usage, spelling, grammar, and punctuation.
    Understanding contract documents including production, strategies, purpose and layout and content of specific sections.
    Conceptualizing, influencing, developing, and administering goals, objectives, guidelines, policies and procedures for the Division/Department.
    Critical and strategic problem solving, preparing and analyzing complex data and comprehensive reports.
    Responding to inquiries and in effective oral and written communication.
    Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.

    Office procedures, methods, and equipment including computers and computer applications including MS Office (Word, Excel, PowerPoint, SharePoint, Access) along with scheduling and contract management programs.


    Physical Demands / Work Environment:

    Work is performed primarily on a construction site with time split between working in the field and in a field office.

    Working in the field and when conducting site visits may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, and extreme noise.

    Working on active construction sites are subject to bending, climbing, kneeling, pushing, pulling, reaching, sitting, standing, walking, and carrying and lifting of objects up to 25 pounds.

    Position includes on call for emergent situations.
    Position includes occasional weekend and/or night shifts for integrated testing and cutovers or tie-ins.
