    This position is currently undergoing a comprehensive Classification and Compensation Study; therefore, the title, job duties and salary may be subject to change upon implementation of the study.

    DEFINITION
    Under general administrative direction, to plan, direct, manage, and oversee the County's comprehensive personnel program which includes the functions of classification and pay, payroll support services, employee discipline/performance management, employer/employee relations, recruitment and selection, employee benefit services, equal employment opportunity, training/staff development; serves as the County's primary advisor and facilitator on matters related to employee discipline/performance management; to oversee general County operational services, which includes duties related to the establishment of County goals, policy development /implementation and day-to-day organizational work standards; review, analyze and formulate recommendations on personnel and operational issues; perform analytical studies and prepare administrative/executive briefing report as needed/assigned; to assist in the planning, directing and managing of the overall administration of County government; to act for the County Administrative Officer upon his/her absence or request; to serve as staff to the Civil Service Commission and as the Director of Personnel, as outlined in the County Code; and to do related work as required.

    SUPERVISION EXERCISED
    Exercises direct supervision over management, supervisory, professional, technical and clerical support staff.

    Examples of Duties

    Plans, directs, manages, and oversees the functions and operations of the County's comprehensive personnel program including classification and pay administration, budgetary position control, employer/employee relations which includes contract, grievance, and appeal administration, recruitment and selection under equal opportunity and merit principles, employee benefit services and training/staff development; serves as the County's primary advisor and facilitator on matters related to employee discipline/performance management; advises County Administrative Officer and Board of Supervisors on all personnel matters; participates and presents items in closed sessions with the Board of Supervisors on personnel, policy and employee relations matters; serves as secretary and professional staff to the Civil Service Commission; confers with departmental officials regarding personnel problems and needs; develops, interprets and enforces all personnel rules and regulations; develops personnel and County-wide policies and strategies; serves and advises various boards and committees; may either serve as the County's chief negotiator with employee organizations or have major input into the process and serve on the negotiating team; consults with employee organizations; maintains a comprehensive management information system relating to personnel programs; directs the maintenance of all official County personnel records; coordinates personnel programs among all departments; selects, directs, supervises, trains, and evaluates assigned staff; develops and administers assigned budgets, prepares budget requests, and controls expenditures; prepares and presents reports; administers consultant contracts for personnel and benefit services, presents operational and policy recommendations to the Board of Supervisors; can perform, as directed, a broad range of administrative and management duties; represents the County in meetings with governmental agencies, advisory bodies, community groups and others; assists the County Administrative Officer in evaluating the work of appointed department heads and other key management staff; and conducts special assignments as instructed.

    Knowledge of:

    • Pertinent Federal, State, and local laws, codes, and regulations relating to the delivery of the personnel system as well as the delivery of County services.

    • Principles of management audit techniques.
    Skill to:
    • Operate modern office equipment including computer equipment.
    • Operate a motor vehicle safely.
    Ability to:
    • Assist with the general administration of County government.
    • Plan, direct, manage, and oversee personnel functions of the County.
    • Draft and implement County-wide policies and procedures.
    • Negotiate, implement, and administer collective bargaining agreements.
    • Supervise, train, and evaluate the work of assigned staff.
    • Provide sound and defensible advice to department heads regarding employee discipline and performance management.
    • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of County-wide and department-specific goals.
    • Perform difficult analytical and administrative work involving the use of independent judgment and personal initiative.
    • Interpret, apply, and explain the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions.
    • Develop and prepare an assigned budget and control expenditures.
    • Effectively represent the County's interests within conflicting, diverse, and complex issues and situations.
    • Represent assigned functions to other government agencies, community organizations and the public.
    • Understand the organization and the operation of each County department and of outside agencies as necessary to assume assigned responsibilities.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish, maintain, and foster positive and effective working relationships with public officials, administrators, employees and others contacted in the course of work.
    Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience:
    Seven (7) years of progressively responsible professional-level personnel administration experience. Three (3) years of which must include contract or policy development experience in a management or supervisory capacity.

    Public sector experience is highly desirable.

    Training:
    Equivalent to a Bachelor's degree from an accredited college or university with major course work in business administration, public administration, organizational development or a closely related field.

    License or Certificate:
    Possession of, or ability to obtain by date of appointment, an appropriate, valid California driver's license.

    Special Requirements:

    Essential duties require the following physical skills and work environment:
    Ability to work in a standard office environment with some ability to travel to different sites and locations.

The new Director of Human Resources will begin work at a mutually agreeable date, ideally no later than August 2024.

    • Membership in the California Public Employees' Retirement System (CalPERS), with an enhanced 2.7% @ 55 retirement benefit formula (based on the highest 12 months with the County paying 8% toward the retirement cost) for those individuals with current or prior qualifying public sector service that establishes eligibility as a "classic member" pursuant to the provisions of California's 2013 Pension Reform Act (Act) and CalPERS Regulations. Individuals with no current or prior qualifying public sector service, and who are defined as new members or new employees under the Act, will be eligible for the 2% @ 62 retirement benefit formula (based on the highest 36-months with the employee paying 7.75% toward the retirement cost);
    • County participates in the Public Employees' Retirement System Health Benefit Program and for certain selected health plans, the County pays 95% of health insurance premium for employee and 50% for either two-party or dependent coverage;
    • Additional salary increases after 10, 15, and 20 years of service.
