JOB DESCRIPTION AND POSITION REQUIREMENTS:

(PHRC), housed in the Department of Civil and Environmental Engineering at the Penn State University Park campus, is currently seeking candidates for the position of Associate Director (Engineering Program Manager - Supervisor). The PHRC serves the home building industry and residents of Pennsylvania by improving the quality and affordability of housing through supporting the Residential Construction Program at Penn State in its overall goals. The PHRC conducts applied research, fosters the development and commercialization of innovative technologies, and transfers appropriate technologies to the housing community.

Reporting to the Director of the PHRC, the Associate Director of the Pennsylvania Housing Research Center manages the outreach activities, all day-to-day operations, and annual project priority planning of the Center. The successful candidate will manage and work closely with three technical and two administrative staff members to develop, promote, conduct and/or facilitate workshops, webinars, speaking engagements, conferences (e.g., the annual PHRC Housing Conference and the biennial PHRC Residential Building Design & Construction Conference), and technical publications (e.g., Builder Briefs and Technical Reports) for builders, engineers, architects, developers, landscape architects, contractors, code officials/inspectors, manufacturers, local government officials, state policy makers, and program managers at state agencies throughout the Commonwealth of Pennsylvania.

Responsibilities include, but are not limited to:

Develop and manage an annual budget for which the primary funding source includes the funds dispersed through the PA Department of Community and Economic Development (DCED).

Monitor and track state legislation related to PHRC funding and topics related to the housing industry.

Serve as the liaison between the PHRC and industry stakeholders, trade and professional associates, and state and federal agencies.

Work with the Director to identify and apply for outside funding opportunities that support the research and outreach mission of the PHRC.

Maintain knowledge of various aspects of the residential building industry, including new and emerging technologies and approaches, as well as changing building codes and building materials and designs.

Requirements and Qualifications:

This position requires a bachelor's degree and 3+ years of relevant experience, or an equivalent combination of education and experience. A master's degree, Professional Engineer license, and/or a Ph.D. degree is preferred.

The successful candidate will have:

Knowledge of aspect(s) of the housing industry to be able to identify and develop training and project opportunities.

Excellent written and oral communication skills, as well as ability to effectively interpret and communicate technical, building code, and/or regulation-related information to diverse audiences with varied technical backgrounds.

Ability to work and communicate well with multiple stakeholders, including those from industry, state government, faculty, staff, and university students.

Demonstrated experience in managing project schedules and costs that have included multiple team members.

Knowledge of the International Residential Code (IRC) and the construction permitting process of local government, experience directly managing personnel and/or experience with organizational budget management, and experience in developing industry and/or research-related proposals and/or grants are strongly preferred. Experience working in or with state or local political processes is desired, but not required. Experience in a research-related academic environment is preferred.

Additional Information:

This is a limited-term appointment, funded for one year from date of hire, with an excellent possibility of renewal. This position involves occasional in-state travel.
