    The Global Health Division (GHD), within the International Development Group (IDG), works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Health Preparedness; Noncommunicable Diseases; Heath Systems Strengthening - including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care - including Reproductive, Maternal, and Child Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs.

    RTI is seeking applicants for a Global Health Security Lead to lead and oversee GHD's public health preparedness and resilience portfolio. Resilient health systems ensure countries can effectively prevent, prepare for, detect, adapt to, respond to and recover from environmental and public health threats while ensuring the quality, routine health services in all contexts.

    In this role the Global Health Security Lead will refine and carry out a growth strategy in this sector that is linked to health systems strengthening; oversee growth and implementation of the public health preparedness and resilience focused programs; provide technical assistance to strengthen lower- and middle-income countries' (LMICs) strategies/policies as well as national/ sub-national programs planning, implementation and monitoring. The ideal candidate will have demonstrated experience in donor-funded program management and implementation across multiple regions (including Africa or Asia) and have a solid understanding of global best practices across a variety of geographic contexts, at national and sub-national levels.

    This position will report to the Vice President, Global Health Division. The position will ideally be based in either Washington D.C. or Research Triangle Park, NC, or telecommute within the US. International telecommuting could be considered on case-by-case basis.

    Responsibilities

  • Provide leadership and support for all aspects of GHD's work in GHS, PHP, resilience, and the nexus of climate and health, including business development.
  • Provide technical assistance to strengthen LMICs' strategies and policies, as well as national and sub-national infectious disease programs planning, implementation and monitoring. Areas of technical support could include strengthening infectious disease prevention, case management or disease surveillance.
  • Serve as a senior program manager for projects related to GHS, health systems, or health and resilience, including review and contribution to the development of annual project budgets, work plans, quarterly, annual, and other project deliverables.
  • Collaborate with other GHD Directors, senior technical experts and other program staff to identify and analyze opportunities and strategies for new business and program expansion at GHD level.
  • Contribute to new business development efforts which could include one or more of the following: anticipating and planning for new business opportunities; meeting with clients in the pre-opportunity stage; leading capture planning and visits; developing technical and cost strategies and approaches; serving as proposal leader or lead technical writer for infectious disease bids; identifying and securing potential partners; and recruiting consultants and staff.
  • Over time, manage a team, comprised of senior, mid-level and junior-level staff, directly supervising and mentoring team members as well as projects' Chiefs of Party.
  • Represents RTI in interaction / networking with donors, strategic program partners and other stakeholders at technical meetings, events and fora to ensure engagement on the latest developments in infectious diseases and other relevant technical areas.
  • Actively contributesto further RTI's scientific stature by presenting / publishing project findings at conferences, technical working group meetings, and in peer-reviewed literature.
  • Qualifications

  • Masters-level degree in Public Health or related field and at least 12 years of progressive experience in program design, management, and implementation.
  • Minimum of 5 years of experience working in LMICs on infectious diseases-related, USAID-funded programming.
  • Minimum of 5 years of experience working in one or more of the following health technical areas: climate and health intersect, resilience, public health preparedness, global health security agenda and emerging infections; maternal and child; or integrated health service delivery.
  • Experience providing infectious diseases technical assistance to strengthen organizational and individual capacity in the governmental and non-governmental sectors at national and sub-national levels.
  • Experience developing tools and approaches to promote infectious diseases programming, more efficient use of resources, private public partnerships, and sustainability.
  • Experience overseeing and/or implementing USAID-funded infectious diseases projects in Asia and/or Africa.
  • Demonstrated and successful experience leading and supporting proposals in response to USAID RFAs/RFPs.
  • Demonstrated experience supervising and mentoring staff of various levels of seniority, both at headquarter and field level.
  • Knowledge, Skills and Abilities:

  • Proven track record in building successful relationships with donors, partners, and stakeholders in the global health community and ability to build consensus across diverse set of stakeholders.
  • Flexibility and ability to handle multiple tasks and work collaboratively within a matrix-oriented environment.
  • Ability to produce thorough, high-quality work within a tight timeframe.
  • Excellent interpersonal and relationship / team building skills.
  • Excellent oral and written communication skills; demonstrated skills at writing clearly and succinctly.
  • Computer literacy in Microsoft Office Applications Suite.
  • Must be fluent (writing and speaking) in English. Fluency in French a plus.
  • Willingness to travel up to 25% of time.
