    Summary

    This recruitment is open to current career service employees of the Department of Adult & Juvenile Detention.

    As the Jail Management Administrator (Project/Program Manager III), you'll be responsible for overseeing the Jail Management Systems (JMS) business processes for the Department of Adult & Juvenile Detention (DAJD). This pivotal role involves developing and upholding DAJD policies and procedures, as well as implementing process changes that impact both systems and operations. You'll cultivate and nurture positive relationships among JMS users, King County IT, partner agencies, system vendors, and other stakeholders, all while working within secure facilities and potentially interacting with jail residents.

    The JMS Administrator's duties will extend to assisting users in crafting tailored interfaces to meet specific needs. This might involve creating custom views for managing lists, developing dashboards to display counts and statuses, and generating charts and graphs. Responsibilities will encompass a range of tasks, from conducting data backup operations to updating system configurations and maintaining various tables, RCW, Ordinance, and bail tables. Additionally, you'll manage user security roles, oversee system access, provide training support, and offer frontline user assistance.

    Furthermore, the JMS Administrator will be instrumental in developing and maintaining automated business process workflows, including troubleshooting and analysis, with a focus on those that involve interactions between partner agencies like courts, law enforcement, and Jail Health Services. The role will also involve ensuring the successful completion of various audits, including those mandated by the Prison Rape Elimination Act (PREA) and Criminal Justice Information Services (CJIS).

    Job Duties

    The job description is an overview and is intended to describe the general nature and level of work being performed. It is not to be an exhaustive list of all the functions and tasks required of this position.
    • Act as consultant and primary advisor to all levels of the organization and across division and department lines; serve as expert technical resource for cross-functional, inter-departmental systems focused on the JMS.
    • Support business stakeholders and partner agencies in identifying and delivering significant and quantifiable business process improvements through JMS system analysis.
    • Initiate and lead problem solving efforts, working closely with internal and external stakeholders. Ensure coordination of system plans and activities with other agencies and/or vendors to ensure system design, modification, and implementation meet user requirements.
    • Lead cross-functional teams in analyzing DAJD systems to define business requirements and alternative options for improvements for a variety of operational, procedural, and management issues.
    • Develop recommendations for new, revised, or improved work processes, policies, procedures, practices, methods, and other tools to implement changes and improvements.
    • Evaluate the performance of the established change management process on a regular basis to ensure that it is meeting the program objectives and the agency goals.
    • Review processes and procedures with DAJD staff and leadership to identify areas of improvement.
    • Support the JMS System Team by providing insight into enhancement requests, barriers to implementation, and stakeholder feedback that should be incorporated into the product roadmap.
    • Respond to staff, partner agency, and stakeholder questions via in-person meetings, online messaging, or phone.
    • Provide mid-level to senior-level end-user support, which may include providing systems administration assistance, coordinating stakeholder discussions, updating user documentation, and conducting training.
    • Support the JMS vendor by providing insight into enhancement requests, barriers to implementation, and stakeholder feedback that should be incorporated into the product roadmap.
    • Participate in product testing to assist in the new product release process.
    • Stay up to date with system enhancements and new features.
    • Maintain and update statutory law tables for RCW and Ordinance violation values.
    • Maintain and monitor system security including managing user role groups and user access to the system, as well as partner agency access roles.
    • Ensure all changes to the JMS production environment are documented by refining and extending the Change Management program.

    Experience, Qualifications, Knowledge, Skills
    • Minimum of three (3) years of full-time professional experience managing complex business projects and initiatives from conception through implementation, monitoring and closure; and,

    • A bachelors degree in Information Technology, Criminal Justice, Business, or other applicable field of study from an accredited college or university; OR,

    • An equivalent combination of experience and education that provides the required knowledge, skills, and abilities to successfully perform the work.
    The ideal candidate will have:
    • Knowledge of corrections/detention procedures such as, Intake, Booking, Release, Classification, Logbook Management, and Visitor/Badge Management.
    • Demonstrated problem solving and analytical skills.
    • Excellent written and verbal communication skills.

    • Good organization and communication skills.
    • Strong aptitude for attention to details.
    • Adept at documenting processes and procedures.
    Most Competitive Qualifications
    • Knowledge of DAJD Incident Management Policies and Procedures.
    • DAJD Cross-Division experience: Adult/Juvenile/Community Corrections.
    • Knowledge of DAJD legacy systems: SIP/SeaKing - JIMS - ComCor.

    WORK SCHEDULE: This is an FLSA-exempt position with a 40-hour workweek. Candidates are required to be available to work Monday through Friday, 8:00 a.m. to 5:00 p.m. Schedule assignments are subject to the staffing needs of the department. The work week is normally Monday through Friday with some evening and weekend work required to meet work demand related to DAJD services.

    WORK LOCATIOIN: Work must be performed on-site and is not eligible for telecommuting. The position may be assigned to work at any of the correctional facilities, including King County Courthouse. Travel to DAJD sites across King County may be required.

    RETIREMENT: This position is part of the Public Employees' Retirement System (PERS).
