- Develops various data strategies and frameworks to address advocacy, monitoring, improving and maintaining a high level of data quality control/quality assurance in order to improve the value of SFHOT and Heluna Health data assets. This includes updating detailed review of data sets, documented metadata, internal database checks and a reporting system.
- Act as Subject Matter Expert for Heluna Health/SFHOT in collaborating with DHSH regarding current data processes or needed improvements in data collection or reporting for the program.
- Conduct complex data analysis, including spatial analysis and data quality control on complex datasets, to create a variety of data strategies and implement/manage an agreed upon SFHOT data management plan.
- Identifies trends, issues, gaps and implements best practices.
- Analyzes business data using analytics tools, as well as manual data mining, to collate, interpret, and communicate business critical trends and drive corrective actions with senior management.
- Fosters steadfast commitment to business improvement initiatives, innovation and customer service throughout the organization.
- Prepare reports on SFHOT core services and teams' effectiveness, outputs and recommendations, and KPIs and report to DHSH and Heluna Health senior management
- Responsible for administrative oversight and management of data strategies/projects using best practices and independent judgment.
- Review data for inconsistencies or anomalies that could skew analytical results.
- Streamline data collection and analysis procedures to ensure fast access to metrics
- Communicate and collaborate with SFHOT Supervisors and Managers about changes to data entry requirements, timelines, and accountability, and the impact of these changes on all staff members.
- Generate and review documentation for all database changes or refinements.
- Prepare notes, reports and other documents for monitoring and reporting activities as required to ensure compliance with funding or other applicable regulations, SFHOT contract/scope or as directed.
- Manage data collection efforts and analyze data for interpretation.
- Prepare publication-ready presentations, mapping, infographics, charts and tables to support project/program reporting to Heluna Health and DHSH.
- Manage, maintain, and improve the program's SharePoint site.
- Utilize Agile methodology to maintain a continuous cycle of planning, executing, evaluation, and improvement for all Data Team projects.
- Create new tools, or improve existing tools, to improve efficiency of data collection, transmission, or availability using Microsoft products including Microsoft Forms Online, PowerApps, Power Automate, and PowerBI, and SharePoint Online.
- Assist various internal and external parties in data collection, interpretation, and application of data for decision making and application of data for decision making.
- Produce high-quality written documents and communications in adherence with policies and protocols and in alignment with Heluna Health and DHSH policy, regulation, and guidance. Review work products for compliance with standards.
- Understand program data to continuously monitor performance.
- Directly responsible for the smooth and professional functioning of the internal Data Team (1 FTE) as well as external projects when assigned.
- Coordinates team problem solving and team methodologies under the direction of the SFHOT Program Director.
- Leads, coordinates, guides, direct and oversees data team activities and project compliance.
- Assists in identification, development and implementation of new streamlined data strategies.
- Experience in applying data management methodologies and strategies, systems, techniques, industry standards and best practices.
- Experience in providing customer service as a resource person, evaluating internal and external customer needs, communicating technical concepts in a non-technical manner, and translating client business requirements into technical specifications.
- Experience in analysis of required project data, identifying needs, making recommendations, preparing functional requirement documents and managing data implementation initiatives.
- Excellent analytical, organizational and priority-management skills
- Intermediate to higher level of proficiency in Microsoft Office Suite products such as Word, Excel, and PowerPoint; Intermediate to higher proficiency in databases currently used by the company.
- Intermediate or higher proficiency in the Microsoft Power Platform (Apps, Automate, and BI).
- Bachelor's degree from a four-year college or university or five years related experience and/or training. Advanced degree highly desirable.

The Data Manager, under the direction of the SFHOT Program Director and Chief Program Officer, will be responsible for the overall direction, coordination, implementation, execution, and documentation of SFHOT's strategic data direction,
goals and objectives.
The position requires data management, interpersonal, and a high degree of professional communication skills. A successful candidate will need to feel comfortable working with a wide range of stakeholders within a complex nonprofit and public health
systems.
The Data Manager will work closely with SFHOT Program to develop and implement processes, work with SFHOT supervisors and program staff, and assist leadership with defining, implementing, and prioritizing strategic data projects and day to day data entry and proper data management. As the Data Manager, your role will be driving data ownership and accountability through partnerships with multiple internal and external stakeholders to include DHSH, Heluna Health, City and County of San Francisco, Board of Supervisors, Community Partners, and other external agencies while ensuring the quality of data being used across Heluna Health. Acting as the point of escalation for governance and data quality issues, you will work closely with leadership to ensure data related business requirements are clearly defined, communicated, well understood and considered as part of technical prioritization and planning.
This is an in-person position, working from the program offices in downtown San Francisco, and has a salary range of $90,000 - $96,
KEY RESPONSIBLITIES:
Possess a valid Class C California Driver's License and provide proof of automobile insurance -OR- the ability to utilize an alternate method of transportation when needed to carry out job-related essential functions. PMP, Data Management Certifications equivalent highly desirable.
