Job Description Summary:
Under limited direction lead, coordinate, supervise and manage development project review, permitting, and inspection activities involving the interpretation and application of codes and standards for public infrastructure improvements for development within the city.
Participate as a member of the Planning and Development Services management team emphasizing problem-solving, effective communications, effective and efficient service to all customers, accountability in completing tasks, and continuous improvement.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides leadership and contributes to the development, implementation, improvement and management of the Planning & Development Services Department strategic plan, annual work programs, business processes, and fiscal management.
Provides professional and personal development opportunities for staff to develop high-functioning and collaborative teamsDirects engineering development review for water, wastewater, flood, and transportation infrastructure to insure consistent, accurate and timely review of plans, reports and permits in accordance with adopted standards and professional practices.
Together with the senior planning manager, provides "one-stop shop" representation of all city functional departments related to development and constructionInterprets and approves variances to codes and standards related to facilitating solutions to public infrastructure design and construction.
Coordinates and collaborates with other departments on the development and implementation of public infrastructural design and construction standards.
Identifies, develops, manages, and implements operational excellence and, as needed, process improvements.
Responds to inquiries about project applications, city plans, policies, codes and processes related to public infrastructure and development.
MINIMUM QUALIFICATIONS
Ability to plan, coordinate, and supervise the work of engineering and technical personnel, and provide quality control for technical work competence, responsiveness and customer satisfaction
Excellent skills in verbal, written, and interpersonal communication
Skills facilitating the development of work plans with staff
Ability to identify clear standards for employee work performance, monitor work performance, track qualitative performance measures, and actively seek customer feedback
Ability to have awareness of political context and landscape, and an ability to manage in an environment of competing interests
Knowledge of development review work functions
Skills in coordinating the activities of a work group with activities of other work groups in organization
Skills in process facilitation and in making presentations before boards, commissions, and neighborhood groups
Skills in analysis and problem-solving
Skills establishing and maintaining effective working relationships at all levels of the organization
Knowledge and experience in the application of current engineering principles, practices and procedures as they apply to municipal construction of infrastructure
Knowledge of Federal and State regulations pertaining to water, wastewater and flood control including those of the United States Environmental Protection Agency, the Colorado Department of Public Health and Environment, and the Federal Emergency Management Agency
Knowledge of Federal and State regulations pertaining to transportation including Federal Highway Administration and Colorado Department of Transportation, as well as best and emerging practices in multi-modal transportation (bike, micro-transit, pedestrian, etc.)
Valid Driver's License

Bachelor's degree in civil engineering or related field, or related professional experience
A minimum of seven years progressively responsible experience, including experience as a supervisor working with government functions and processes involving development review, preferably municipal
PREFERRED QUALIFICATIONS
Master's degree in Engineering or Public Administration
Experience in managing projects and public processes involving the review, evaluation and adoption of engineering codes and standards
Experience in implementing software systems that automate manual processes
Experience with budget preparation, costing of services, revenue collection, and fee analysis
Experience working in a university community
Experience managing engineering plan review and inspection services in local government
Registration as a Professional Engineer ("PE") in the State of Colorado
CFM (Certified Floodplain Manager) certification

WORKING CONDITIONS AND REQUIREMENTS
Physical and Mental Effort:
Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person.
Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials.
Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Works in a variety of conditions, including hybrid and "hoteling" (i.e., shared reservable offices).
