    Description
    This position is responsible for the daily supervision of mechanics and laborers in the Bureau of Motor Vehicles.

    The supervisor is responsible for scheduling and monitoring the day-to-day work, including but not limited to daily assignments, routine preventive maintenance work, repair work, diagnostics, assessing and approving repairs to be sent out to a third-party repair shop.

    This position will routinely check work performed by others and develop and maintain an overall Quality Control program to ensure excellent service work and customer service.

    As a working supervisor, this position performs skilled labor at the Journeyperson level to maintain and repair gasoline and diesel-driven automotive and related equipment.

    This position is responsible for the performance of the entire workgroup.

    • Organizes and exercises technical supervision over the crew under their direct supervision or as assigned from time to time.
    • Provides timely, accurate, and thorough Performance Reviews for supervised employees.
    • Coaches, trains, and disciplines employees as necessary to ensure productivity and high-quality work.
    • Schedules jobs, assigning personnel, reserving materials, recording costs, and tracking relevant information such as the cause of the problem (if any), downtime involved (if any), and recommendations for future action using a Computer Maintenance Management System.
    • Operates light and heavy automotive equipment.
    • Performs mechanical repair of automobiles, heavy-duty trucks, motorcycles, tractors, patrol cars, graders, paving machines, bulldozers, backhoes and other standard and specialized automotive equipment following standard training practices.
    • Performs State of Pennsylvania inspections of trucks and automobiles.
    • Performs mechanical work in compliance with State and Federal laws governing mechanical equipment operated over the road.
    • Troubleshoot fuel, ignition, and emissions control systems using electronic testing equipment.
    • Responsible for maintaining computerized inventory.
    • Install, diagnose, and repair car camera systems in police vehicles.
    • Oversees installation, maintain correct vehicle data, and monitor reported vehicle issue codes on the fleet GPS system.
    • Assume the point of contact for contracted vehicle service for outside agencies, including scheduling, billing and physical repairs.
    • Maintains preventive maintenance records and schedules for shop equipment.
    Education, Training and Experience


    • Graduation from High School or completion of a GED is required.
    • A minimum of ten (10) years of experience in the automotive mechanic trade or completion of an approved apprenticeship is required.
    • Two (2) years in a supervisory or management role is required.
    Licenses and Certificates


    • Possession of a current valid driver's license as issued by the Commonwealth of Pennsylvania is required.
    • Possession of a Class A CDL license as issued by the Commonwealth of Pennsylvania is required.
    • Possession of inspections certificate; to perform inspections on CDL regulated vehicles is required.
    • Possession of certification for emissions testing is required.
    • Possession of a current certification by the Bureau of Traffic Safety of the Commonwealth of Pennsylvania as an official inspection mechanic is required.
    • Possession of MACS CFC-12 HFC-134a HFO-1234yf refrigerant training certification is required or must be obtained within 90 days of hire.
    • Knowledge of safe practices related to Public Works.
    • Knowledge of State vehicle inspection requirements and operating laws.
    • Considerable knowledge of the standard practices, equipment and tools of the automotive mechanic trade is required.
    • Knowledge of the operating principles of gasoline and diesel engines and mechanical repair of heavy trucks and construction equipment is required.
    • Knowledge of the occupational hazards safety precautions of the automotive mechanic trade.
    • Skill in the use and operation of tools and machinery used in mechanical repair work.
    • Skill in locating and adjusting defects in motor equipment.
    • Ability to utilize and comprehend diagnostic equipment and print.
    • Ability to use mechanical hand and power-driven tools and equipment such as grinders, lathers, testing and welding equipment and other garage shop tools and equipment. Mechanic must supply all necessary hand tools to perform all work required.
    • Ability to understand and carry out oral and written instructions.
    • Ability to adapt available tools and repair parts to specific repair problems.
    • Ability to control operations of equipment or systems.
    • Ability to maintain detailed, accurate records is required.
    • Proven ability to perform computer data entry and retrieval is required.
    • Proven proficiency in knowledge, understanding and use of the Microsoft (or similar) suite of tools (Excel, Outlook or Lotus Notes) is required.
    • Ability to operate a vehicle on private and public streets is required.
    • Proven ability to work well under pressure and to maintain positive interactions is required.
    • Positive interpersonal skills are required.
    • Proven ability to multi-task in a fast-paced environment is required.
    • Proven ability to read, write, speak and comprehend English is required.
    • Proven ability to work as part of a team and to collaborate successfully with others is required.

    Environmental Conditions

    Safety Equipment Used or Needed


    • Personal Protective Equipment such as hardhats, gloves, safety glasses, ear protection, rain gear, steel toed safety shoes, rain boots and respirators.
    Comments


    • Requires standing, bending, walking and sitting and climbing in the performance of duties up to eight (8) or more hours a day.
    • Works around motorized or moving equipment and machinery.
    • Requires working long hours and must be available to handle emergency situations after hours, weekends and holidays.
    • Requires heavy manual lifting up to150 lbs, to the level of a pickup truck bed.
    • Requires physical dexterity to crawl over, under and into various equipment.
    • Requires the use of air tools, hydraulic tools and or electric tools.
    • Requires performance of duties occasionally under unfavorable weather conditions.
