JOB SUMMARY
This employee is a senior management position in a public child welfare agency.

The employee will ensure the delivery of county child welfare services through the supervision of casework supervisors, direct service providers and purchased programs associated with Intake Services.

Work is reviewed by the Agency Administrator and is evaluated through conferences, reports and results attained.

Services will be provided so that the department will meet or exceed outcome measures for child safety, permanency, and wellbeing.


ESSENTIAL JOB FUNCTIONS

  • Responsible for the supervision of at least eight Agency program supervisors and their subordinates, direct, manage, and track
    the workflow of these units.
  • Works independently and demonstrates effective communication and highquality decision making.
  • Demonstrates strong team leadership and strategic influence.
  • Monitors direct and contracted Agency Services to ensure efficiency, quality, and compliance with Federal, State, and Agency regulations, policies and procedures.
  • Assists in planning, developing, and implementing a comprehensive annual plan and budget.
  • Assists in reviewing, analyzing, and developing Agency and department operation policies and procedures.
  • Assists in developing and implementing an inservice training plan for the Agency staff, and conducting inservice training and workshops with staff, outside agencies, service organizations and schools as appropriate.
  • Chairs Placement Review Committee and YIC case review as scheduled.
  • Evaluates program and staff effectiveness and makes recommendations to the Administrator/management team on personnel issues, service contractors and service delivery.
  • Represents the County in various community functions such as giving speeches/presentations and serving on state and community boards/committees/work groups as they pertain to child safety, permanence, and wellbeing.
  • Responds to consumer complaints and concerns.
  • Participates in senior management meetings, supervisor meetings, Citizen Advisory Board meetings and the Resource Parent Association meetings.
  • Sits on the Youth Systems Review for the County and authorizes services from CYA perspective.
  • Collaborates with the other Agency departments, county agencies and community partners to promote teamwork in service delivery.
  • Incorporate new laws, regulations and other OCYF bulletins into daily practice through policy development, training, and implementation.
  • Identifies service gaps and/or barriers and devise solutions.
  • Manages other Agency service areas as needed during staff absences.
  • Manages compliance with the CAPS and CWIS system and submission of all case outcomes.
  • Other related duties that may be assigned by the Agency Administrator.
  • Coordinates the standby schedule and oversees standby coverage.
**MINIMUM QUALIFICATIONS

Bachelor's degree; Five years of professional level experience in the human service field, including two years of administrative, supervisory, or consultative work.


KNOWLEDGE, SKILLS AND ABILITIES
In depth knowledge of child welfare programs and operations, planning, policy analysis, working knowledge of HR and hiring requirements, supervision and management and program planning and analysis, policy development and implementation, program development and implementation, computer skills, including word processing, spreadsheets, and other related programs


REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES


Must have up to date background checks that includes PA Criminal History, FBI and ChildLine certifications prior to beginning employment.
