    Fairfield Property Management is seeking an Affordable Housing Compliance Manager to ensure compliance with regulatory requirements for our affordable housing properties. This position involves managing various aspects of compliance, including certifications, documentation, communication with regulatory bodies, and support for on-site staff.

    Applicants must reside in one of the following states: Louisiana, Alabama, New Mexico, Texas, Michigan, Kentucky, or Utah.

    Key Responsibilities:

    Regulatory Liaison:
    • Serve as the primary contact with HUD offices, addressing concerns, issues, and solutions, and referring them to the Affordable Housing Director as necessary.
    • Stay updated on changes and pending changes in regulatory programs and procedures, collaborating with Regional Supervisors to implement appropriate changes across the affordable housing portfolio.
    • Serve as agency primary point of contact for Management Agent Certifications, Management Agreements, and Owners Reports.
    Compliance Oversight:
    • Monitor and implement changes in HUD and LITHC regulations and requirements.
    • Monitor completion of tenant certifications to ensure timely and accurate submission by on-site management team.
    • Coordinate annual rent adjustments within the affordable housing portfolio based on HUD-posted income limits, reviewing calculations for accuracy, and making manual adjustments as needed.
    • Assist in processing OCAF increases and Gross Rent Changes by gathering required information, drafting increase requests, obtaining Rent Comp Studies, and submitting them to HUD.
    • Completes and maintains annual owner compliance certifications for all LIHTC properties.
    • Review wait list data regularly to ensure compliance for all properties prior to forwarding to supervisors as part of monthly compliance activity report.
    • Assist with developing and implementing compliance policies
    Documentation and Reporting:
    • Maintain and monitor USDA RD reporting and certifications.
    • Complete and maintain annual tax credit compliance certifications for LIHTC properties.
    • Draft AFHMPs, Tenant Selection Plans, and similar documents for all affordable housing sites, ensuring timely submissions to regulatory agencies and other relevant parties.
    • Monitor the certifications submitted for each property, maintaining accurate records and documentation.
    • Prepare and disseminate monthly Compliance Activity Report.
    Quality Assurance:
    • Conduct advance reviews of files at sites prior to agency and investor reviews, identifying deficiencies and reporting them to the management team.
    • Prepare a compliance audit report and submit to Director of Affordable Housing within 30-days of completing on-site audit.
    • Maintain a monthly sample audit of move-in and recertification files to ensure compliance requirements are met consistently.
    Compliance Support:
    • Provide support to site and departmental staff regarding income and asset eligibility, and community-specific compliance requirements.
    • Provide administrative support to all EIV users, ensuring smooth functioning of systems and adherence to regulations.
    • Assist in setting up affordable components and modules in property software, ensuring smooth operations and compliance.
    Special Projects and Support:
    • Complete special projects as requested, including testing software updates, updating compliance forms, and providing guidance on compliance-related inquiries internally.
    • Conduct virtual or in-person compliance training for on-site property management teams, as needed.
    Other Requirements
    • Some travel for audits may be required (less than 25% of the time).
    Qualifications:
    • A Bachelor's degree or equivalent combination of education and experience.
    • A minimum of 3 years working as a Compliance Specialist/Analyst role.
    • COS or TCS certification.
    • Thorough understanding of HUD Multifamily Programs (Section 8, 202/811, PSH), Low Income Housing Tax Credit (LIHTC), HOME, Rural Development program compliance requirements
    • Excellent organizational and communication skills.
    • Attention to detail and ability to work independently and collaboratively.
    • Proficiency in Microsoft Office Suite and ResMan property management software.
    • Previous experience in affordable housing compliance preferred.
    • Must have a secure home office space (if remote) due to access to confidential and sensitive information
