    About the Position:
    This position supports the Planning and Capital Projects section of the Division of Resources with a focus on the implementation of the Capital Area Greenway Program, Greenway Master Plan, and initiatives of the City's Strategic Plan. The position serves as a project manager implementing greenway trail projects included in the Capital Improvement Program, offering the opportunity to work on a variety of park development and planning projects that have a meaningful impact on the communities that we serve.

    About Us:
    This position is part of a team of enthusiastic planners, project managers, landscape architects, designers, and engineers in the Division of Resources of the Raleigh Parks department. Our department plays an essential role in fostering the quality of life that makes Raleigh such a great place to live. Our team is responsible for implementing capital improvements projects including Parks Bond projects and the ever-expanding network of greenway trails, community centers, art centers, athletic facilities, historic properties, playgrounds, lakes, nature preserves, and open spaces.

    About Raleigh Parks:
    Raleigh Parks manages a wide variety of park and greenway projects from long-range planning through design, permitting, and construction. We work closely with community members to build authentic relationships and ensure that all people-no matter their identities or abilities-have access to and feel welcome in the places, programs, and facilities that we provide.

    Duties and Responsibilities
    • Works with consultants and contractors to manage the planning, design and construction of development projects. Reviews project documents such as design drawings and specifications, engineering calculations, shop drawings, for permitting compliance
    • Manages project budgets and vendor contracts for consultants and contractors
    • Represents the City and the Department and serves as liaison to committees, boards, commissions, strategic initiatives, citizen groups and other governmental agencies. Participates in City and Department-wide team activities working on specific issues and assignments
    • Identifies, develops, implements, and maintains processes and practices that support effective, comprehensive, and meaningful citizen engagement including creating, maintaining and updating website content, newsletters, graphics, presentation materials, project fact sheets, surveys, and various outreach materials
    • Compiles and analyzes data on site conditions and prepares site plans, working drawings, specifications, and cost estimates for project development. Develops bid documents, obtains permits, prepares all necessary contract forms and documents and manages bidding process
    • Performs construction administration including coordinating contract execution, reviewing pay applications, approving change orders, and conducting project close-out. Inspects construction work in progress to ensure compliance with project specifications, to approve quality of materials and work, and to advise clients and construction personnel on project needs and procedures
    • Conducts research and special studies pertaining to park and greenway facility development, maintenance, regulations and ordinances
    • Prepares grant applications and coordinates grant submission for specific capital projects
    Typical Qualifications

    Education and Experience:
    Bachelor's degree in landscape architecture and four years of professional landscape architecture experience, such as in public sector planning, design, and construction or similar field

    OR

    An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

    Licensing and Certifications:
    • Valid North Carolina Class C Driver's license with a satisfactory driving record, or the ability to obtain within 6 months of hire
    Preferred Qualifications:
    • Work experience in architecture, landscape architecture, construction management, civil engineering, or related field
    • Possession of a Landscape Architect, Architect, or Professional Engineer license
    • Knowledge and skill in Adobe Creative Suite, including Photoshop and InDesign

    • Principles, practices and methods of landscape architecture.
    • Providing project management, organization and logistics coordination using effective project management principles and practices.
    • Techniques and methods for organizing, prioritizing, assigning and monitoring project tasks, consultants, contractors and occasionally other staff, including practices and methods of coaching and leading the work of others.
    • Interpreting and applying applicable federal, state, and local laws and codes, regulations, standards and monitoring compliance with applicable plans, standards, regulations and contracts.
    • Principles and methods of qualitative and quantitative research, critical thinking and analysis.
    • Researching industry trends, solutions, emerging technologies, and best practices.
    • Specialized equipment relevant to area of assignment.
    • Researching technical issues and articulating recommendations.
    • Principles and practices of budget development and administration and interpreting, monitoring, and reporting financial information and statistics.
    • Modern office technology, including Microsoft Office Suite, Sharepoint, and computer aided design and drafting software.
    • Utilizing a computer and relevant software applications including Microsoft Office Suite, Adobe Creative Suite, ArcGIS online and Autodesk/AutoCAD.
    • Strong communication skills and ability to effectively communicate complex information, both verbally and in writing, to a wide variety of audiences.
    • Facilitating group discussions and building consensus using persuasive reasoning.
    • Providing consultation and serving as a program liaison and subject matter expert.
    • Exercising political acumen, tact and diplomacy.
    • Principles and implementation of providing excellent customer service internally and externally.
    ADA and Other Requirements:
    • Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.
    Sedentary Work:
    Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met. Working Conditions:Work is routinely performed in an indoor, office environment with periodic outdoor field work. This position will require occasional work during evenings and weekends for public meetings and special events.

    Remote Work:
    This position provides a work environment that encourages employee wellness and work-life balance. The City of Raleigh Telework Policy allows qualified employees to perform work from home and/or another workspace location on a regularly scheduled (part-time) basis, subject to certain restrictions and approvals. This position is required to perform work in person at our office in the Raleigh Municipal Building for a majority of the scheduled worktime.
