    Description
    Reporting to the Director for the Institute of Public Health Emergency, the Director Regional Emerging Special Pathogen Treatment Center (RESPTC) Grant, Contracts and Biocontainment (BCU) Services directs the completion and tracking of all BCU related grants, contracts, and awards related to emergency management for the ER ONE Institute and Medstar Washington Hospital Center (MWHC). Works with MWHC and BCU management and staff to ensure the Hospital is adequately prepared to respond to any biologic related emergency. Researches, designs, develops/creates, and integrates new modalities/programs into the ER ONE Institute to further prepare and train Hospital and BCU personnel and provide tools for sharing with hospitals, and EMS personnel. Provides education and training to MedStar Health and FEMA Region III hospitals and EMS agencies focused on biologic emergency preparedness and BCU operations and training.
    Education
  • Doctoral degree in Medicine required or
  • Master's degree in Nursing required or
  • Master's degree in Health Administration required or
  • Degree/certification in a qualified Physician Assistant program required
  • Experience
  • 5-7 years of progressively more responsible job related clinical and management experience in Emergency Medicine, or critical care, or EMS required
  • 3-4 years in a senior healthcare or emergency management role required
  • Licenses and Certifications
  • MD - Physician - State Licensure in the District of Columbia required or
  • RN - Registered Nurse - State Licensure and/or Compact State Licensure in the District of Columbia required or
  • PA - Physician Assistant in the District of Columbia required or
  • LP - Licensed Paramedic in the District of Columbia required
  • Regularly updates the Director of IPHER and BCU Medical Directors.
  • Drafts pertinent policies, plans and procedures pertaining to the BCU program and submit to the appropriate authority for approval.
  • Coordinates BCU team member efforts around recruitment and retention, training and education, staff scheduling during an activation, equipment and supply inventory management, team member recognition, and development of After-Action Reports (AAR).
  • Serves on the ASPR Grant Executive Committee.
  • Prepares annual budget for approval and monitor monthly finance reports, addressing any identified variance(s) and reviews and approves equipment and supply purchases.
  • Submits payment requests for approval for BCU team members following training and /or team activation for an exercise or real-world emergencies.
  • Networks with District of Columbia Department of Health, and other DC/NCR Special Pathogen Treatment Centers when appropriate including attending meetings, responding to inquiries, participating in training and exercises.
  • Participates on pertinent hospital committees such as Emergency Preparedness and Response and appropriate Task Forces created to addressing an issue that can affect the BCU.
  • Coordinates and liaises with NETEC regarding required trainings, program evaluations, and submissions of required or requested information.
  • Coordinates CME and conference registrations for BCU team members.
  • Utilizes expertise to insure all typical required elements of a RESPTC grant and/or contracts are met including tracking the progress of all funded activities including the accomplishment of key milestones and the provision of required reports. Ensures all data measurements are completed and outcome measures achieved.
  • Develops and maintains inventory of BCU equipment and supplies. Ensures inventory complies with external agency auditing criteria. Identifies priority needs in concert with hospital/BCU personnel.
  • Attends forums and meetings that promote the opportunity to enhance BCU preparedness and response, secure funding, and establish a relationship with other RESPTC's and funding organizations.
  • Develops new and/or improved biologic preparedness and training /exercise materials that may be shared with other hospital, health care, and EMS personnel.
  • Insures along with the BCU Medical Directors and BCU Nursing Operations Directo/Training and Education Coordinator the education and training of MWHC BCU management and staff regarding appropriate response(s) to various biologic related scenarios. Conducts/coordinates follow-up/maintenance training as appropriate.
  • Participates in the assessment and implementation of all activities necessary to ensure BCU compliance with TJC, ASPR, and NETEC emergency management standards.
  • Promotes ER One Institute concepts of readiness/preparedness. Represents the Institute at BCU /NETEC/ASPR conferences, meetings, etc. Gives presentations, interviews, etc. and/or involves ER One /BCU management in such to promote preparedness and public awareness of the MWHC RESPTC/BCU.
  • Maintains knowledge of current trends and development in the field of Biologic Emergency Management through reading appropriate literature and attending related seminars, conferences, etc.
  • Manages the ASPR RESPTC Grant and any follow-on grant awards. This responsibility includes but is not limited to A) Regularly updating the Director of IPHER and BCU Medical Directors on grant management progress and raising any issues/problems requiring their assistance to resolve; B) Developing plans and strategies, in coordination with Medical Directors, and BCU/RESPTC Advisory Committees to meet and exceed grant/NETEC benchmarks and performance measures; C) Crafting and submitting required documentation according to prescribed timelines; D) Leading collaboration efforts with Children's National Hospital and Johns Hopkins Hospital to meet grant requirements in support of FEMA Region 3 healthcare facilities and EMS agencies; E) Chairing the hospital BCU Advisory Committee ensuring regular in person and/or virtual meetings, publication of meeting minutes, and ensuring appropriate membership and participation; F) Networking with other FEMA Region 3 Special Pathogen Treatment Centers, healthcare centers and EMS agencies including attending/leading meetings, responding to requests for assistance, and participating/facilitating in training and exercises; G) Working with MWHC/Medstar Health, CNH and Johns Hopkins IT/IS and telehealth program leadership to devise and operate a capability to promote telehealth consultation and training services when needed; H) Reviewing and approving grant related equipment and supply purchase requests; I) Coordinating and planning yearly special pathogen conference/ symposium; J) Coordinating the participation of the Infection Preventionist, Regional Coordination Center Liaison, Telehealth Program Manager, Occupational Health Lead, Lab Lead, Radiology Lead, and Respiratory Leads; K) Working with others in ER One and the BCU team to establish and maintain a database of team members, operations data, funding opportunities and all necessary grant supporting documents.
