Scope of Position:

With general direction provided by the Accounting Administrator I (Supervisor), the Accounting Analyst (AA) performs professional accounting duties related to the maintenance and management of securities escheated to the State Controller's Office (SCO), Unclaimed Property Division (UPD). The incumbent will perform accounting duties and maintain records related to the Securities Remit Report processing and Securities Portfolio Management and will be responsible for working with internal and external resources to resolve securities related issues, pursuant to the Unclaimed Property Law and Regulations. Research and analysis is required and all historical documents may not be readily available to the SCO. Incumbent must be able to contact internal and external resources and provide recommendations to management for resolving securities related issues. Specific duties include, but are not limited to, the following:

Duties and Responsibilities:

Analyze, research, and review security accounts in accordance with laws and regulations governing the Unclaimed Property program.

Maintain responsibilities including: Reconciling moderately complex Remit Reports escheated to the UPD against securities reported and securities remitted by the holders. Reconciling security issues in the unclaimed property system (UPS2000) against statements received from mutual fund companies, the SCO's contracted broker, and other brokers. Reconciling all security shares escheated to the SCO against the detail reports submitted by holders when shares are not transferred to the SCO's contracted broker.

Work on different tasks: Research requests from other staff including analyzing unassigned shares, where the SCO receives shares but was unable to locate the rightful owner information on the remit report. Work on current and backlog Unassigned shares spreadsheet. Work on Consumer Service Bureau alert research requests, where there are alerts on the properties, which needs to be researched prior to the evaluator approving the claims.

Research and correct the system alerts to add missing information from conversion to the system, which includes preparing Service Edit Requests (SER). Review other staff's system SER and UPD101 forms to validate accuracy prior to implementing the system changes.

Communicate with internal and external parties, internal staff, holders, transfer agents, and security brokers regarding status of stock and cash escheated to the SCO and methods of security payment. Initiate transfers between broker accounts. Initiate contact with transfer agents, the SCO contracted broker, and other applicable entities to resolve discrepancies related to corporate actions or other fiscal activities.

Perform other essential functions: Develop accounting procedures appropriate for and specific to the Unclaimed Property program. Develop worksheets necessary for report reconciliation and detailed security tracking applications to effectively manage the securities portfolio.

Interpret and disseminate information regarding the Unclaimed Property Law and UPD policy to holders of unclaimed property. Advise UPD management regarding securities and market trends, interpreting accounting data to identify problem areas, and recommending corrective measures. Draft applicable correspondence and provide accounting information and reports to management.
