- Update and deliver training to host country partners on proper setup and operations of an Emergency Operations Center (EOC)
- Assist with exercise planning and development
- All training will be delivered in Spanish, for up to thirty-five (35) personnel
- Topics include the operations and implementation of the EOC communications systems and equipment, instruction on operations of the communications, and emergency management systems for the key roles and functions in the EOC, detailed instruction on the use and maintenance of the communications equipment and management software at the EOC.
- Develop, deliver and lead a hands-on tabletop training exercise scenario that simulates an actual emergency response at the EOC.

- E/L 0950: National Incident Management System Incident Command System All Hazards Incident Commander Course, or equivalent
- E/G/L 0191: Emergency Operations Center/Incident Command System Interface
- United States Fire Administration (USFA) 0305: Type III All Hazards Incident Management Team Course
- Successful completion of the NQS PTB for the NIMS Type 4 Incident Commander, or equivalent AHJ documentation
- Satisfactory performance as Task Force Leader or Strike Team Leader, or supervisory experience equivalent to a Task Force Leader or Strike Team Leader
- Successful completion of the NQS PTB for the NIMS Type 3 Incident Commander, or equivalent AHJ documentation
- Successful performance as a NIMS Type 4 Incident Commander
- Fluent written and spoken English and Spanish
- Understanding of first response agencies and their capabilities
- Understanding of a CST and CERFP capabilities
- Planning and decision-making capabilities
- Understanding of Municipal Government & internal departments and capabilities
- Emergency Management expertise
- Good interpersonal skills
- Ability to speak and articulate to Command level personnel
- Writing and Computer skills
- Have knowledge of how state emergency response plans and regional response plans are implemented and understand the importance of decontamination procedures
- HSEEP Certification
- ICS trainer certifications
- Complete knowledge of ICS forms as they apply
- Emergency response and fire ground experience (firefighter)
- Actual HAZMAT response experience (HAZMAT responder)
- All-Hazards IMT Trained
- Previous experience working with Federal Emergency Management Agency CRE elements during EXEVALs, CTEs Exercise
- Emergency Operations Center experience (actual working experience)
- Proven ability to provide SME support and properly implement the incident command system
- Proven ability to provide SME support and properly implement a local emergency response plan
- Proven ability to provide subject matter expertise on hazards and risks associated with employees working in chemical protective clothing
