    Summary This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Information Officer (OCIO), Cyber Security Division (CSD), with one vacancy in Silver Spring, MD Responsibilities As an IT Specialist (INFOSEC), you will perform the following duties: Provide timely support, and assist with the administration, operation, maintenance, and daily property management, resolving technical and process problems relating to hardware, systems, subsystems, data, and/or applications and their use.

    Assist with training system users on new or changed operating systems, Information Technology (IT) equipment, software and/or the application of security guidelines.

    Work closely with the IT and program managers, end users, and other support staff in a geographically distributed computing environment to develop, implement, and maintain technology solutions that satisfy the requirements of the scientific and business communities.

    Apply established quality metrics to assess compliance with National Oceanic and Atmospheric Administration (NOAA) requirements. Ensure IT systems are running optimally and securely. Assist higher-level specialists in more complex and intricate tasks.

    Provide knowledge in basic troubleshooting and diagnostics, data collection and reporting, hardware and software configuration, security systems analysis, and oral and written communication are required to successfully perform the work.

    Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-2 is equivalent to the GS-9/10. This position has a Full Promotion Potential to the ZP-3 level. The ZP-3 is equivalent to the GS-11/12.


    NOTE:

    • A one year probationary period may be required.
    • Payment of relocation expenses is not authorized.
    • This position is not in the bargaining unit.

    Key Requirements:
    Applicants must be U.S. Citizens. Proof of ICTAP/CTAP eligibility required. Suitable for Federal employment, as determined by background investigation.

    Must be registered for Selective Service, if applicable (Selective Service) Time in-grade/band must be met by closing date of the announcement.

    Selectee may be subject to serving a one-year probationary period. More requirements are listed under Qualifications and Other Information.


    CONDITION OF EMPLOYMENT:

    Selectee must be able to obtain and maintain a Special Sensitivity security clearance to cary out duties requiring access to Top Secret documents and information, systems, or meetings.

    This is a Special sensitive, ADP position. This position is subject to both pre-employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received. A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

    SPECIALIZED EXPERIENCE:

    Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.

    Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

    This experience need not have been in the federal government.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).

    Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience. Applicants must have IT-related experience demonstrating each of the following four competencies: 1. Attention to Detail

    • Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving
    • Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
    -AND- To qualify at the ZP-2 or GS-09 level:


    SPECIALIZED EXPERIENCE:

    In addition to meeting the IT competencies, applicants must also have one full year (52 weeks) of specialized experience equivalent to the next lower grade level ZP-2 or GS-07 in the Federal service.


    Specialized experience MUST include all of the following:
    Assisting in Information Technology (IT) systems testing and implementation; Aiding with technical and administrative support in management; and Aiding in the troubleshooting of IT security problems


    OR SUBSTITUTION OF EDUCATION:
    A Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in one of the following areas: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks


    Note:
    All academic degrees and coursework must be from accredited or pre-accredited institutions.

    Include a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.

    Education Education completed in colleges or universities outside the United States may be used to meet the above requirements.

    You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.

    Foreign Education Evaluation College Transcript:

    If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned.

    You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken

    Your college transcript is used to verify successful completion of degree, or college course work. An official college transcript will be required before you can report to duty.

    Additional Information CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.

    CTAP applicants MUST submit the following documents: 1.
