    Summary

    The primary purpose of this position is to assist the Security Manager and MPHA's Security Program to maintain a safe and secure environment in preserving MPHA's $600,000,000 value of assets for the benefit of MPHA residents and the City of Minneapolis. The Assistant Security Manager will assist in the implementation of MPHA policies and procedures, and in managing day-to-day operations to contribute to the overall success of security and safety activities. Assists with crime investigations, lease violations, safety hazards and other incidents that have occurred on MPHA properties. Works closely with local and federal law enforcement and assists with providing ongoing security training to all employees, residents, and other program staff members. Manages Security Department when Security Manager is unavailable. Must have ability to work variable and/or rotating shifts, which include nights, weekends, and holidays.

    Essential Duties and Responsibilities

    The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
    • Coordinates security and safety training activities for MPHA and security staff members, contractors, and residents.
    • Works with and assists law enforcement entities to maintain the safety and security of MPHA properties, residents, and staff.
    • Responsible for preparing detailed, accurate reports including incident, accident, or personal injury reports that occur on or near MPHA properties. Assists and/or completes incident investigations, as directed by Security Manager, MPHA management staff, requests from law enforcement or other MPHA senior officials.
    • Works with the security guard vendors' supervisors to oversee guards including motivating, leading, and scheduling the team. Reports any issues with Officers to the vendor and Security Manager.
    • Works with the Security Manager to conduct interviews of new security staff. Provides additional training for security officers to familiarize staff with MPHA properties, policies, and procedures. Conducts investigations and ensures officers are following MPHA post orders, police orders and security procedures.
    • Follows up on Officer's reports and concerns ensuring the safety of tenants, guests, and staff members.
    • Assists officers and works at special events including conducting crowd control, VIP protection and other safety needs.
    • Works with Security Manager to prepare presentations for security improvement plans and assists in creating policies and procedures.
    • Enforces MPHA rules and policies, HUD guidelines, and state and local laws and statutes. Utilizes quick decision-making skills and exhibits sound judgment acting in accordance with MPHA security policy, procedure and state and local statutes.
    • Deters criminal or destructive behavior by maintaining a highly visible patrol presence on MPHA properties. including regular patrols of properties, parking areas and all areas owned by MPHA.
    • Consistently provides outstanding internal and external guest/customer service. Responds and appropriately handles life threatening emergencies or incident calls as directed. This may include, but is not limited to, medical emergencies, combative or disorderly guests, intoxicated persons, addressing persons committing illegal acts, and motor vehicle accidents.
    • Ensures proper radio traffic keeping Dispatchers and Supervisors informed of all pertinent incidents and activities according to department guidelines.
    • Requests Police, Fire or EMS services as necessary.
    • Ensures that the team follows security and privacy laws and standards.
    • As needed, attends resident council meetings at MPHA properties to check on the security needs of the residents.
    • Performs various tenant relations activities, including but not limited to assisting in presenting information for tenants on loss prevention, safety, assisting in disorderly incidents, participating in other safety awareness and security programs.
    • Monitors safety awareness practices among MPHA staff, tenants, guests, and contractors. Promptly identifies and reports any hazardous conditions.
    • Assists with security projects regarding the safety and security of MPHA properties and tenants. Including but limited to suggestions for security equipment, recommendations of new security technology, cameras, and other security needs.

    Work Environment

    Combination of office environment and Authority properties. This position will be subjected to periodically handling potentially dangerous or contentious crisis situations with volatile MPHA residents and/or the public. The noise level in the office environment is usually moderate. Work on Authority properties may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud, and the environment may be more hazardous than a standard office environment, including exposure to smells, dust, pests (bed bugs, cockroaches, mice), mold, clutter, deceased persons, bodily fluids, post fires, cigarettes, illegal drugs, criminal activity, sewage, and floods. This position may be required to work with contractors as well as Authority residents.

    Experience and Skills
    Education and/or Experience

    Bachelor's degree in law enforcement, business administration or related field and a minimum of 1 year of experience with security management. An equivalent combination of education and experience may be considered. Must be able to obtain a Security License/Use of Force certification in the state of Minnesota and become CPR & AED Certified within six months of hire.

    Working knowledge of state and federal criminal justice statutes and law enforcement procedures preferred. Law Enforcement Skills training preferred.

    Must possess demonstrated leadership, supervisory, teamwork and mentoring skills. Ability to calmly respond to multiple critical events and critical situations making sound decisions, directing, and coordinating staff, and effectively utilizing people and resources during crisis situations; Must demonstrate ability to foster and develop cooperative relationships with local law enforcement.

    Must possess ability to enforce policy and procedure with empathy and compassion for the vulnerable population served. Must possess knowledge of how stressors and security concerns impact residents, as well as be able to problem solve, manage, and resolve conflicts and de-escalate dangerous situations.

    Must have project management experience with ability to organize and prioritize multiple deadlines, and multiple projects of various sizes.

    This position requires the possession of a valid MN driver's license and requires use of a personal vehicle and evidence of individual automobile insurance coverage, or the ability to be insurable under the Authority's automobile insurance plan at the standard rate. Must pass a criminal history background check.

    Technical Skills

    To perform this job successfully, the employee should have strong computer skills, including MS Word, Excel, Outlook, and possess camera and security system knowledge. Must have the ability to learn other computer software programs as required by assigned tasks.

    Demonstrated understanding of Security and Safety technology for high-rise building maintenance and systems.

The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 50 pounds and be able to wear uniform requirements/gear with weight up to 20 lbs.
