POSITION SUMMARY
The primary purpose of this position is to support the Director of Budget and Financial Reporting by managing the assigned accounting and financial activities of the Authority, including the maintenance of books and records in accordance with GAAP, GASB, and HUD regulations.
The incumbent will supervise department staff; help manage the fiscal process; review and approve general ledger activities, including closings and the preparation of related reports; ensuring compliance with applicable regulations.
All activities must support the District of Columbia Housing Authority's ("DCHA" or "Authority")'s strategic goals and objectives and produce results that accomplish the goals of the Office of Financial Management ("OFM").
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
Responsible for oversight, coordination, guidance, and supervision of the day-to-day operations and activities pertaining to cash management, general ledger maintenance and integration, recording and tracking of fixed assets, grant accounting and reporting activities, financial reporting, and analysis.
Assist with the development and maintenance of financial policies and procedures and in the development and implementation of federal, state, and local directives and statutes;Coordinate the production of all internal and external financial reporting, including the monthly, quarterly, and year-end reports and closings.
Ensure that the cash position, cash needs, and anticipated receipts from all sources are known at all times, and that sound fiscal judgment is exercised in utilizing these funds.
Supervise the day-to-day accounting processes for the Authority, including the timely and accurate processing of all subsidiary ledger, accounting module and manual transactions into the general ledger.
Review work papers and financial reports for reasonableness and accuracy, and manages the internal and external financial reporting systems under his/her purview.
Interface with staff throughout the Agency, independent auditing firms, and other governmental agencies including Federal, state and local.Work with departments to identify funding needs and matches those needs with sources of revenue. Allocates expenses in accordance with funding requirements and sound business practices.
Maintain the Industry Software for general ledger reporting. Analyzes general ledger accounts and financial reports for accuracy. Assists with the timely year-end reporting and entry of the Financial Data Schedule (FDS) into Financial Assessment Sub-System (FASS).
Research accounting issues and recommend accounting treatment for complex transactions as needed. Assist in resolving customer and employee issues and concerns;
Supervise, train, and monitor professional staff engaged in the tracking, monitoring and recording of complex tasks. Completes performance appraisals and recommends hiring and termination decisions.
Performs other duties as assigned.
Minimum Requirements
EDUCATION & EXPERIENCE
Bachelor's Degree in accounting, finance or a related field; minimum of 8 years of finance experience, at least 3 years of which are in management in an affordable housing, or property management organization.
