    Job Overview

    Plans, manages, directs, and coordinates the construction and inspection activities of the water, wastewater, and reclaimed water utilities systems for the Technical Services Division. The position provides supervision over Utilities Inspections Manager and Inspectors and requires highly responsive capabilities to achieve quality performance measures and efficient utilization of labor and equipment. Responsible for operational administration and technical oversight for the planning, scheduling, and work completion while supervising employee production reports, work sites, and field conditions. Resource allocation or assignment that provides efficient and effective service as necessary. Position must have integral knowledge of financial planning, water utilities operation and maintenance, construction inspections, and asset management systems. Effectively evaluate resources needs to ensure sustainability and reliability of all related water, wastewater, and reclaimed water infrastructure. Support the County and Department's Continuity of Operations Plan, specifically, Emergency Operations Center's Emergency Support Function 3 (ESF-3). Must be able to communicate effectively during emergency conditions, using facts to support decisions and recommendations.

    $75,836 - $144,185

    Ideal Candidate

    The ideal candidate will be an experienced utilities construction manager with strong technical and professional skills applied daily in the oversight of a major municipal utility construction related to water distribution, wastewater collection and reclaimed water distribution. The ideal candidate will be a natural team-builder and mentor who can bring division personnel together to establish a high performing organization where relationships and collaboration are prioritized. Significant focus is placed on internal and external customer service. The ideal candidate will have a customer service mindset and the ability to permeate that culture throughout the organization.

    The ideal candidate will be a strategic thinker, an effective communicator, a leader, a problem solver that works with staff to ensure a high performing, customer service-oriented work environment that supports the County and Department mission, vision, and values that align with the strategic plan. This position is expected to be a personable and fiscally astute leader with a firm commitment to excellent service, innovation, regulatory compliance, staff development, process improvement, and community responsiveness resulting in the uninterrupted delivery of essential services.

    The ideal candidate successfully follows through on tasks in a timely manner and takes initiative by seeking opportunities to improve efficiency. This person demonstrates the ability to successfully build and lead cross-functional project teams. This person will work cooperatively with executive leadership to develop and implement strategic plan initiatives and track Department and staff performance measures. This person exercises sound, expert, independent judgment within policy guidelines and can establish and maintain effective working relationships with all levels of leadership, regulators, consultants, contractors, vendors, employees, and the public. The ideal candidate exercises tact and diplomacy in dealing with sensitive, complex, and confidential issues and situations and is a highly motivated person who facilitates a team environment, open communication, and efficiency improvements, and possess the following:

  • Knowledge of and experience with construction and inspection of underground utilities infrastructure, water and reclaimed water distribution systems and wastewater collections systems.
  • Florida Department of Environmental Protection Water Distribution System Class 1 License desired.
  • Florida Water and Pollution Control Operators Association Wastewater Collection System Operator A Certification desired.
  • Experience with the implementation of strategic initiatives for process and efficiency improvement.
  • Experience developing and prioritizing capital and operating budgets is highly desirable.
  • At least 10-years of proven successful leadership and supervisory experience overseeing large teams and projects related to the construction of water distribution, wastewater collections and reclaimed water distribution systems.

  • Duties and Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

  • Direct diverse staff of Managers and Inspectors in infrastructure construction and inspection activities to accomplish streamlined and efficient results for water distribution, wastewater collection, and reclaimed water systems. Develop and implement short and long-term goals and strategies using Quality Management processes to provide cost efficient, cost effective, and reliability systems. Develop and manage performance standards and measures.
  • Manage evaluation, training, assignment, development, and supervision of staff. Communicate County policies and consistently exercise performance management including mentoring, coaching, and discipline activities. Hold employees accountable to expectations with clear performance standards.
  • Prepare, monitor, and analyze the Section's budget for appropriation and expenditures. Authorize purchases and payments for contract services, equipment, and materials used in section operations. Prepare analytical and statistical reports, cost analysis of work accomplishments and related costs. Ensure Planning and execution of cost-effective delivery of construction and inspection services.
  • Employ technical knowledge of construction and inspection of Water Resources assets. Partner with Infrastructure Maintenance staff to ensure support of the operation and maintenance of the Infrastructure Maintenance Division, Systems Reliability Division, and the Technical Services Division.
  • Ensure planning and scheduling of work delivery and safety measures. Employ the use of County/Department business management software systems such as CAMS, Oracle CCS, Oracle T&L, Bonfire, Asset Info, Oracle purchasing to include PCARD management, etc. Meet regularly with construction and inspections team to resolve concerns, gain customer input, ensure continued safety practices, and encourage team building and understanding.
  • Prepare and submit official correspondence, reports, studies, cost analysis, staffing and routine reports. Foster good rapport with other Sections within the Division/Department and maintain a productive level of communication.
  • Ensure work complies with regulatory and environmental requirements, best management practices and industry standards. Perform Quality assurance inspections on performed work.
  • Respond and coordinate disaster recovery and respond to emergency events, natural and man-made. Coordinate recovery efforts within area of responsibility to include all areas within Water Resources. Perform as a lead for emergency events under the ESF-3 mission.
  • Provide communication and response to customers, engineers, contractors, sales representatives, Tampa Bay Builders Association, Division/Department Director and County Officials.

  • Nature of Work/Work Category

  • Light Work -Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.
  • This job operates in a professional office environment and is largely a sedentary role (70% of the time). The remaining 30% of time is spent performing field visits with exposure to high noise, dust, dirt, and grease environments. May require extensive safety training and/or protective devices. Occasionally exposed to moving machinery, equipment, and/or vehicles.
  • The employee is frequently required to sit, stand, and walk. Occasionally required to climb, or balance, stoop, kneel, crouch or crawl. Specific vision ability required by this job includes vision, depth perception, and ability to adjust focus.
  • Minimum Qualifications

  • Graduation from an accredited 4-year degree granting college or university; in Business Administration, Public Administration, Natural Science, or related field; AND
  • A minimum of 6-years of progressive experience in management, supervision, project management, construction, and inspections; OR
  • An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or ; AND
  • Possession of current FL Driver's License.
